They cannot <br />afford to spend staff time. <br /> <br />Mayor Hardin stated that we had a contract and they did not live up to it, we should state those <br />reasons. <br /> <br />Councilmember Peterson felt that the City has been up front and truthful with the firms, and <br />anything that's above what's in the contract, they can bill us for. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to deny a contract <br />extension to BRW, Inc. and RLK Associates LTD. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. Voting No: None. <br /> <br />Case #5: 1996 Spring Events <br /> <br />Finance Officer Hart announced that the Becky Weiss Memorial Bike Road-eo would take place on <br />May 4, at City Hall, the Annual Pet Clinic would take place on April 27, at Central Park, the <br />Spring Recycling Day would be at Central Park on May 4, and the Tree Sale would be held on <br />May 4, at the Ramsey Elementary School. She presented an overview of each event. <br /> <br />Councilmember Beyer expressed concern and disappointment over not having an Environmental <br />Expo. <br /> <br />Discussion ensued pertaining to the amount of time event planning takes. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend that City <br />Council authorize staff to f'malize scheduling of the four annual spring events as detailed in this <br />case and to proceed with plans for these events. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson and <br />Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to recommend <br />that City Council adopt the resolution proclaiming May 4, 1996, as "Arbor Day" and the month of <br />May as "Arbor Month". <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer and <br />Peterson. Voting No: None. <br /> <br />Case #6: Approve Solstice and Lake Itasca Park Budgets <br /> <br />Parks/Utilities Supervisor Boos stated that the Park and Recreation Commission conducted several <br />meetings with residents of the Solstice Park neighborhood and disseminated written requests for <br />comment. The park development for Solstice began in 1994, with grading and turf establishment. <br />The play equipment, shelter, and path construction, was completed in the spring of 1995. Since <br />then, some salvaged trees were spaded into the park and a Scout group started a 500 square foot <br />native plant bed. Nearly all of the $35,075 original budget has been expended. Staff is requesting <br />a project amendment in order to complete the items not possible at the time of initiation of park <br />development. He explained that unless part of the Municipal Center property is developed in the <br />future for outdoor recreation, Solstice will be the only park within the Prairie Recreation District. <br />As a result of new home construction in the last couple of years, an additional $13,000 is available <br />for the Prairie District.
