311: Street Maintenance <br /> <br />Public Works Supervisor Mevissen pointed out that he is requesting a full-time mechanic and an <br />additional maintenance worker in 1997, plus an additional maintenance worker in ~998. The <br />amount for office supplies dropped but gas goes up a bit each year. Shop materials go up a couple <br />hundred dollars each year and there is a slight uniform increase for 1997, with a slight uniform <br />decrease for 1998. The request for first aid money is for supplies for the first aid kits. Vehicle <br />maintenance and building maintenance remains the same. There is a small increase shown under <br />other equipment parts. Culverts - none in 1997 - supply again in 1998. The rest is pretty much <br />status quo. The amount added for water and sewer is $2,500. Outside labor is up a bit each year. <br />He noted the parts washer and the oil filter service. Equipment rental stays the same. There is a <br />skid steer loader in the budget for 1997. The street sweeping contract is up a bit and the street <br />maintenance program should have been in this area - it's under #3312. The City's portion of the <br />street maintenance is $135,000 for 1997, and $105,050 for 1998. The street sweeping on our <br />own takes about a month or so. In 1995, we worked with the City of Andover. That worked out <br />a bit better but then we had to sweep both cities. This year they hired with an outside firm and that <br />worked out pretty decently. We got the sweeping done in about two weeks. <br /> <br />Mr. Schroeder inquired how long the current sweeper will last. <br /> <br />Mr. Mevissen stated that we could get the job done sooner if we had our own street sweeper. <br /> <br />Mr. Schroeder asked if the current Elgin would last much longer. <br /> <br />Mr. Mevissen stated that they replaced a lot of stuff on it. It's in real good shape - like new. They <br />guys have taken real good care of it. How long it will last - maybe another five years. <br /> <br />Parks/Utilities Supervisor Boos added that it gets used in the winter also for about three months. <br /> <br />Mr. Schroeder commented that we need to plan ahead if we need to replace it. <br /> <br />Councilmember Peterson asked if the mechanic would be solely for the Public Works Department. <br /> <br />Mr. Mevissen answered no, that it would be for all staff cars and possibly for the police vehicles. <br />He added that he had things on his original request that did not make it this far, for example, the <br />floor hoist and diagnostic equipment. <br /> <br />#312: Snow and Ice Removal <br /> <br />Public Works Superviso~stated there is no real radical changes in this department. Vehicle parts <br />are up a bit for 1998. Requested for sand in 1997 is $1,000 and $500 in 1998. He added that he <br />also increased the amount for salt. This has to do with the increase in road mileage. The <br />Department is "shooting for" eight-hour snow removal. <br /> <br />Mr. Jankowski noted that the Department needs to remember the f'ne hydrants. If it's a massive <br />amount of snow, we cannot expect the residents to take care of that. <br /> <br />Parks/Utilities Supervisor Boos added that in our capital outlay plan, we have talked about a bobcat <br />which would be an additional machine for removing snow around hydrants. <br /> <br />Fire Chief Kapler stated that the people have helped keep the hydrants clear. <br /> <br />Councilmember Beyer did not know if she would encourage residents to clear hydrants in case one <br />gets damaged. <br /> <br />Finance Committee/Budget Work Session/August 5, 199~ <br /> Page 4 of 7 <br /> <br /> <br />
