Mr. Schroeder stated there were only capital items. We go through a voting process to pare this
list - that's done on the capital improvements items. Our discussions at the staff level are more in
detail.

Mayor Hardin expressed concern about the level of tax rate.

Councilmember Beyer stated she is more concemed with the level of service.

Councilmember Zimmerman stated he would like to see some sort of figures of which departments
we have added to and going back a number of years to see how many have been added.

Councilmember Beyer stated she does not want to see arbitrary cuts just to keep the levy low.

Councilmember Beahen stated that we do need to determine a level of service and based on that
level of need, make a determination. She added that she gets concerned with public safety. Not
having concrete figures, she did not have all the pieces necessary to make a determination.

Councilmember Peterson stated he can only begin to appreciate all the hard work that goes into this
superior budget process. Staff has done a very honest job of trying to determine their needs. We
wish we could get everything anyone wants.

ADJOURNMENT

Motion by Mayor Hardin and seconded by Councilmember Beahen to adjoum the meeting.

Motion carded.
