has been in operation for less than two years. If the paper goes out of business in the future, we
would have to resume printing our own newsletter.

Councilmember Beahen stated she has spoken with a couple of residents that like having our own
newsletter as opposed to reading the Anoka County Union or the ElkRiver Star News.

Mayor Hardin felt that our residents look forward to receiving the Ramsey Resident.

Councilmember Beahen added that she likes the community identification and would prefer to stick
with that.

Mayor Hardin preferred to stick with the Ramsey Resident also.

Councilmember Beyer expressed a preference for the Andover, Ham Lake, Ramsey Times. She
felt it is easier to read than the blue ink.

Ms. Waite Smith reported that right now, we are taking our newsletter out to a firm to be done.
They are paying more attention to the layout, etc. No one on staff has that expertise.

Councilmember Beyer suggested training staff on various publishing software so the newsletter
could be made to look more professional. It is now better than we are used to but there are still
improvements that could be made.

Ms. Waite Smith agreed there was room for improvement.

Councilmember Zimmerman stated he would not mind giving the Andover, Ham Lake, Ramsey
Times a chance. It's all the northern suburbs together and it would be less expensive.

Councilmember Beyer inquired about the delivery.

Ms. Waite Smith responded that it would be distributed by the same company that delivers the
Anoka Shopper.

Finance Officer Hart commented on the savings of staff time.

Councilmember Beyer reiterated that the Andover, Ham Lake, Ramsey Times is much more
professional than the Ramsey Resident.

Councilmember Beahen asked what the difference is between this newspaper and the Anoka
County Union.

Councilmember Beyer replied that not everyone gets the Anoka County Union.

Mayor Hardin commented that this newspaper comes out once a month but the information is
already old.

Councilmember Beyer felt that the news we would be putting in there would not have to be done
more timely.

Councilmember Peterson preferred to stay with the Ramsey Resident.

Motion by Councilmember Beahen and seconded by Mayor Hardin to stay with the Ramsey
Resident as we currently have it but to have staff check into training for layout for Linda Waite
Smith and Kathy Schmitz.

Finance Committee/October 22, 1996
