Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to recommend
Council adopt the resolution adopting the 1997 Economic Development Authority Operating
Budget.

Further discussion: Councilmember Zimmerman inquired if the Economic Development
Coordinator's salary was drawn entirely from this portion of the budget. Ms. Hart replied, not
entirely. The bulk of his salary does come out of the EDA operating budget, but also some of the
Finance Officer's time and the City Administrator's time is drawn from this account.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer and
Peterson. Voting No: None.

Case #6:

Authorize Budget Amendment for the Purchase of Slide Projector for
Crime Prevention and D.A.R.E. Programs

Finance Officer Hart reported that the Police Department is requesting the purchase of an auto-
focus slide projector which would be used as a teaching tool to assist and compliment the
instruction of D.A.R.E. for both the student and parent programs. The unit would also be used at
D.A.R.E. graduation for a slide show presentation. The projector would also be used by Police
Department personnel in conducting crime prevention programs, safety programs, and other
programs such as the annual Becky Weiss Memorial Bike Road-eo and Kid Kare Program. The
State of Minnesota has slide programs available to crime prevention officers, to assist them in their
local presentations; however, it is anticipated that the Ramsey Police Department would prepare its
own presentations to fit our community needs and concerns. There is sufficient moneys available
in the D.A.R.E. budget to accommodate this purchase in 1996.

Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to recommend
Council authorize the purchase of a slide projector for crime prevention and D.A.R.E. programs.

Further discussion: Councilmember Peterson asked with technology the way it is, couldn't we do
things like this on the PC? What about the special lens? He added that there are a lot of things that
can be gotten from the school district also. Councilmember Beahen stated the school district has a
yearly sale.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and
Peterson.
