Voting No: None.

This portion of the Park and Recreation Commission meeting adjourned at 6:22 p.m.

CALL TO ORDER

Mayor Hardin called the joint workshop of the City Council and the Park and Recreation
Commission to order at 6:30 p.m.

Case #2: Joint Workshop - City Council and Park and Recreation Commission

Parks/Utilities Supervisor Boos reported that the Park and Recreation Commission met with the
Ramsey Youth Athletic Association and discussed improvements to Central Park. Council has
approved $105,000 for capital improvements to the park. The owners of the land east of Central
Park are not willing to sell that property so we needed to look at Central Park, as well as other
parks, to determine what improvements need to be made. We advertised our meeting in the Anoka
County Union, the Anoka County Shopper, Quad Cities Cable TV, and the Ramsey Resident, and
asked for citizen input. Comment has been received almost exclusively from RYAA and the Park
Commission. Mr. Boos reported that there has been $106,000 appropriated for Emerald Pond
Park for the year 1996, and some comments have been "trickling" in with regard to that.

Vice-Chair Cook stated that the Commission was talking about improving some fields at Central
Park and increasing their playability. RYAA gave us their perceived needs too. He suggested that
we may want to begin grading and seeding this spring in Alpine Park so we could have some
playable fields there in 1997.

Mr. Boos reported the cost to light two fields as $82,000.

Vice-Chair Cook commented that more dollars are needed. We are trying to handle things as they
are now and plan for what we will need in the future.

Councilmember Zimmerman inquired about Alpine Park and when it would be available.

Vice-Chair Cook answered that it is proposed we start working on it now and would, therefore,
have fields available in 1997.

City Council/Park & Recreation Commission/February 8, 1996
Page 7 of 15
