9,03 Admin istratio n 9.03.01 Zoning Administrator. The Zoning Administrator, +~ c- .....:~ shall: Administer and enforce the provisions of this Chapter in accordance with its literal terms and shall not have the power to permit any construction or any use or change of use which does not conform to this Chapter; b. T ..... ~.,,:~: ..... : ..... ~ ,~laintain official zoning map. c. Maintain a permanent file of all zoning applications as public records. 9.03.02 Processing Costs Subdivision 1. Costs. All costs incurred by the City in processing an application for zoning amendments, conditional use permits, variances, site plans, subdivisions, easement vacations sketch plans, ~"~"~;":~;~ ~reliminary plats, ~"~:-':~:~ ~ ~*~ registered land surveys and all other ~/vis:'cns cf land land use or zoning applications shall be paid by the applicant. The processing costs shall include but not be limited to: a. Professional consulting services as directed by the Zoning Administrator, the Planning an~ Zc, ning Cc, mmis~[.vnPlanning Commission and/or Council, b. Copying charges, c. City Staff involvement, d. Public hearing publications, e. Written notice to adjacent property owners, or f. Any other cost necessary to process the applicant's request. Subd. 2. Fee and Escrow. A set fee and a set minimum escrow established by Council resolution shall be paid to the City at the time the application is made. Sub& 3. Special Assessment of Processing Costs. An applicant may request that processing costs exceeding $1,000.00 be specially assessed against the applicant's property provided that the property owner accepts the assessment to the subject property ahd waives any right of assessment appeal. Subd. 4. Additional Deposits Before Submittal.
