Economic Development Authority has identified a Critical' Blight Redevelopment Area in the <br />vicinity of 141st Avenue N.W., Basalt Street N.W. and Azurite Street N.W., which includes the <br />St. Paul Terminals property. The City has ordered plans and specifications to install municipal <br />water, sanitary sewer, and street improvements on 141st Avenue to spark redevelopment of this <br />blighted area. In addition, the conditional use permit was issued to Lots 1 and 2, Block 4, <br />Gateway North Industrial Park Plat 2; Lot 2 has been sold. The Planning Commission formed <br />findings of fact and recommended that City Council deny the request for extension. <br /> <br />The following items are enclosed for your information: <br /> <br />1. Site location map <br />2. Resolution #01-06-241 declaring terms of conditional use for St. Paul Terminals <br />3. Approved site plan for St. Paul Terminals (2 sheets) <br />4. Letter from Bradley Martinson, legal representative for St. Paul Terminals dated <br /> April 29, 2003. <br />5. Draft Planning Commission meeting minutes dated June 25, 2003 <br />6. Proposed findings of fact <br />7. Proposed resolution to deny request <br /> <br />Recommendation: <br /> <br />In lieu of the fact that the proposed recycling facility has not developed in two years, City Staff <br />recommends that City Council eliminate the use restrictions (recycling) on this property by <br />denying the request for extension of conditional use permit. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution #03-07- adopting Findings of Fact #0 relating to a request <br />from St. Paul Terminals for an extension to implement the conditional use permit for a recycling <br />facility. <br /> <br />Motion to adopt Resolution #03-07- denying the request from St. Paul Terminals for an <br />extension to implement the conditional use permit for a recycling facility, based on the findings <br />of fact. <br /> <br />Review Checklist: <br /> <br />Copies To: <br /> <br />City Administrator <br />City Attorney <br />Asst.
