PW CASE <br /> <br />CONSIDER REDUCTION OF TIGER STREETSPEED LIMIT <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />The segment of Tiger Street between Armstrong Boulevard and 173rd Avenue was a County <br />Road until 1990 when the portion of CR 83 was constructed between Tiger Street and Baugh <br />Street. Shortly afterward, Tiger Street was turned over to the City of Ramsey.... The speed limit at <br />the time Tiger Street was a County Road was 55 m.p.h., and that posting was not changed after <br />being turned over to the City. <br /> <br />The number of access points along this segment of road has also changed over the past decade. <br />Attached is a sketch showing ten existing access points (with another proposed to be added for <br />The Tiger Meadows subdivison). Prior To Alicia Addition, being platted in 1992 only four- <br />access points existed (#1, #5, #9, and #10). <br /> <br />Recently, a reduction in the speed limit was requested by residents in the Tiger Street vicinity. <br />The staff of both the engineering and police department support such a speed limit reduction, <br />since the classification of this roadway is residential, similar to the subdivision streets in Alicia <br />Addition. <br /> <br />State law allows for the posting of a 30 m.p.h, limit in urban and rural residential districts. Tiger <br />Street has eight residences taking direct access witkin the segment length of 2350 feet.'. This is an <br />average of 294 feet per unit. The state definitions of rural residential district requires a 300-foot <br />spacing threshold. Staff feels Tiger Street falls within the definition of a rural residential district. <br />(see attached Mn Statute 169.14 sub 2 (c)). <br /> <br />Recommendation: <br /> <br />That the segment of Tiger Street between Armstrong Boulevard and 173rd Avenue be declared a <br />rural residential district, and that a resolution be passed to that effect. Subsequently, the <br />resolution should be transmitted to the Commissioner of Transportation, and that a 30 m.p.h. <br />speed limit be posted ten days thereafter. <br /> <br />Action: <br /> <br />Recommend to City Council that Tiger Street be declared a rural residential district, that a <br />resolution to that effect be passed and transmitted to the Commissioner of Transportation, and <br />that a 30 m.p.h, speed limit posting be erected 10 days thereafter. <br /> <br />Reviewed by: <br />City Attorney <br />Police Chief <br />Director of Public Works <br />Principal City Engineer <br /> <br />PW: 06/17/03 <br /> <br /> <br />
