concept of appointing alternates that would receive on-going agendas and could be seated on the
Planning Commission on short notice in an attempt to eliminate the lack of quorum issues. He
presented an attendance report on Planning Commission members for the Council to review.

Councilmember Cook suggested that the information be forward to the Chair of the Planning
Commission and that a letter then be sent out to members who have not been attending regular
meetings to see if they were still interested in serving on the Planning Commission.

Councilmember Kurak stated that they have discussed with members of the Planning
Commission that it may be beneficial to hold off-camera work sessions to review some of the
issues. She suggested that the Planning Commission schedule regular work sessions.

Councilmember Cook suggested that if the Planning Commission is being given a heavy case
load, possibly there should be another Commission established to handle some of the issues.

Mayor Gamec replied that the reason they ran into problems with the Town Center was because
the Planning Commission ended up being excluded because the Town Center Task Force was
brought on board. The Planning Commission is a very important part of the process and he was
very opposed to having alternates on the Planning Commission. He agreed with sending out a
letter to the members of the Planning Commission to find out what their commitment is.

Councilmember Elvig stated that there are two issues. The first one being the lack of
communication with the Planning Commission in regards to the Town Center and the second
issue being attendance. He inquired if there was some sort of rule regarding absences that should
be put into place.

Mayor Gamec stated that he thought a letter should be sent out to all Planning Commission
members explaining the importance of their attendance and asking them if they are still able to
give the time commitment.

Councilmember Kurak stated that she would be in favor of the alternate option.

Coun.cilmember Cook inquired if the alternates would be required to attend all of the meetings.

Councilmember Kurak stated that she did not think that they would have to be present at the
meeting, but they should be required to watch the meetings on cable so that they are prepared.

Councilmember Zimmerman suggested that the Council needs to have more meetings with the
Planning Commission to iron out some of the problems.

Councilmember Elvig stated that he thought the City would be walking on dangerous ground by
appointing alternates. He would first like to have some open communication with the
Commission members changing the policy.

City Council/June 10, 2003
