Ordinance #84-4A was granted to North Central Public Service on May 24, 1984. This <br />ordinance established a natural gas franchise with the company the City now knows as <br />CenterPoint Energy, Minnegasco, but the terms made no mention of a possible franchise fee. <br />Franchise fee terms were clearly stated in the Connexus Energy and City of Anoka Electric <br />Ordinance adopted November 24, 1992. Staff recommended approval of establishing the gas <br />franchise ordinance with CenterPoint Energy, Minnegasco. <br /> <br />Citizen Input <br /> <br />Arnie Hendriksen, CenterPoint Energy, Minnegasco, thanked City staff for their work in <br />establishing the franchise. <br /> <br />City Attorney Goodrich recommended that the City preserve their right to have other measures <br />for collecting fees, since the franchise will be in place for 20 years. With the City Council's <br />authorization he would include the appropriate language prior to final adoption of the ordinance. <br /> <br />Leon Fisher, 15113 Nowthen Boulevard NW, Ramsey, stated that the franchise fee will be a <br />monthly tax on the residents of Ramsey. <br /> <br />Mayor Gamec replied that that issue pertained to Case #3. <br /> <br />Mr. Fisher inquired if any calculations have been done as to what the impact will be on residents <br />and business owners. <br /> <br />City Administrator Norman explained that this was simply an update of an out-dated franchise <br />agreement. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Strommen, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Strommen, Cook, <br />Kurak, and Zimmerman. Voting No: None. <br /> <br />The public hearing closed at 7:23 p.m. <br /> <br />Council Action <br /> <br />The regular meeting of the City Council was called back to order at 7:23 p.m. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Pearson, to introduce an ordinance <br />establishing a Gas Franchise with CenterPoint Energy, Minnegasco, and directing the City <br />Attorney to add the additional language pertaining to funding options. <br /> <br />Motion carried.
