AMENDMENT OF THE 2003 SCHEDULE-OF RATES, FEES AND CHARGES <br /> By: Diana Lurid, Finance Officer <br /> <br />Background: <br /> <br />The City of Ramsey's 2003 schedule of rates, fees and charges was adopted by City <br />Council on November 12, 2002. Amendments to this schedule were taken at the City <br />Council meetings of March 11 and April 22, 2003. <br /> <br />The-City is currently in the process of implementing a permit program that will track all <br />permits relating to building construction in the City. For .example, building, plumbing, <br />water, sewer and septic permits. All permits sold will be entered into this system and a <br />daily total of the revenue collected will be kept for building construction permits only. <br /> <br />Currently, under our adopted 2003 rates and charges, there is no distinguishing factor for <br />commercial construction from residential construction for permits issued regarding <br />plumbing, mechanical and re-roofing. Also, the fees set for residential plumbing permits <br />stated a per fixture fee: the new software is not capable of a per fixture fee. <br /> <br />Also, as a result of the 2003 legislative session, a bill was passed into law limiting the <br />annual license fee that may be imposed by cities. The amounts allowed are $350.00 for <br />businesses .selling only fireworks authorized by statute and $100.00 for mixed sale that' <br />includes fireworks. An ordinance adopted by the City on June 11, 2002 had set the <br />annual fee for fireworks at $250.00 for 2002 with increases or adjustments set by <br />resolution for the City's rates a~/d charges schedule. <br /> <br />The City is proposing the following amendments to the City of Ramsey's 2003 Schedule <br />of Rates, Fees and Charges: <br /> <br />Mechanical Permit-New Construction-Commercial-1% of Job Value <br />Mechanical Permit-Remodel/Addition-Commercial- 1% of Job Value <br />Plumbing Permit-New Construction-Residential - $200.00 <br />Pltmabing Permit-Remodel/Addition-Residential - $ 50.00 <br />Plumbing Permit-New Construction-Commercial- 1% of Job Value <br />Plumbing Permit-Remodel/Addition-Commercial- 1% of Job Value <br />Re-roofing/Shingling Permit-Commerical- 1% of Job Cost <br />Plan Check Fees for like plans-25% of Building Permit Fee <br />Fire Works-Business Selling Only Fire Works (Includes Tents) $350.00 <br />Fire Works-Retail Sellers-S100.00 <br /> <br />A section of the 2003 adopted Schedule of Rates, Fees and Charges is attached showing <br />the 2003 adopted rates to those being proposed. <br /> <br />-129- <br /> <br /> <br />
