Knoll is located on the south side of Alpine Drive. They also spoke in opposition to not only the
single lot being rezoned to medium density but the decision last year to designate the entke
project area now referred to as Alpine Acres to medium density residential in the Comprehensive
Plan.

Recommendation:

The Planning Commission opinion was that the portion of the subject property proposed to be
developed with townhomes will serve as the entrance to the proposed Alpine Acres subdivision
consisting of 202 town_house units. Changing the subject properties land use designation to
medium density residential appears to be compatible with the existing land use designations and
development plans for the remainder of the area. It was noted that if the portion of the parcel
proposed to be developed with towhomes retained the single family zoning, there could be 4
single family homes developed. The developer agreed to reduce the number of townhomes
proposed for this area from 6 to 4. The P!anning Commission recommended that City Council
approve the request for an amendment to the Comprehensi,~e Plan.

The City Council tabled action on the request for a Comprehensive Plan Amendment to change
the subject property's land use designation in the Comprehensive Plan at their June 10, 2003
meeting. The City Council wanted to discuss the preliminary plat of Alpine Acres and Alpine
Acres 2nd Addition at a special work session before taking action on the request for a
Comprehensive Plan Amendment.

Council Action:

Motion by Councilmember and seconded by Councilmember to adopt
Resolution #03-06- approving the request and authorizing City staff to submit the
Comprehensive Plan Amendment to Metropolitan Council for approval and that said amendment
will be contingent upon the applicant receiving a rezoning to R-2 Medium Density residential
and upon preliminary plat and site plan approval of Alpine Acres 2nd Addition.

-or-

Motion by Councilmember and seconded by Councilmember to direct City
staff to prepare a resolution to consider denial of the request for a Comprehensive Plan
Amendment.

Reviewed by:
Principal Planner
Community Development Director

CC: 06/24/03

Copies to:
City Adm/nistrator
City Attorney

-208-
