The rezoning, coupled with a comprehensive plan amendment and, subdivision
request, would allow the applicant to develop the property with townhomes.

The following items are enclosed for your information:

a) Site Location Map
b) Proposed preliminary plat of Alpine Acres 2nd Addition dated June 6, 2003
c) Proposed Findings of Fact
d) Proposed Ordinance

Notification:

State law requires that the City notify property owners within 350 feet be notified. Staff
attempted to notify property owners within 700 feet of the subject property of the reque'st.

Observations:

Mr. Pomerleau has an active purchase a~eement with the estate holders of the subject property.
As you may recall, the applicant is developing the property located to the northeast with
townhomes, the proposed Alpine Acres subdivision (consisting of 202 townhome units). Mr.
Pomerleau would like to include the subject property as part of the Alpine Acres townhouse
subdivision and develop 6 townhome units on the property.

The applicant has .submitted the required Comprehensive Plan Amendment application to change
the land use designation in the Comprehensive Plan from iow density residential to medium
density residential.

On June 3, 2003, the Planning Commission conducted public hearings regarding the request for a
Comprehensive Plan Amendment to change the land use use designation to medium density
residential and the request to rezone the property to R-2 Residential.

At the public hearing, Ms. Kuechle stated her opposition to the comprehensive plan ..amendment
and subsequent rezoning because the previous property owners, now deceased, had told her that
they did not want their property developed with anything other than single family homes. There
were also a couple of residents from Fox Knoll present at the hearing. Fox Knoll is located on
the south side of Alpine Drive. They also spoke in opposition to not only the single lot being
rezoned to medium density, but the decision last year to designate the entire project area now
referred to as Alpine Acres to medium density residential in the Comprehensive Plan.

-215-
