Site Plan Review: Alpine Acres 2nd Addition
May 30, 2003, Revised June 20, 2003

Maximum Driveway Width: The maximum driveway width permitted for each unit is 20-feet.
The site plan appears to meet this requirement, however the site plan should be revised to include
this information.

Architectural Standards: Building elevations need to 'be provided for the structures. Staff
understands that the exterior building materials will consist of vinyl siding and 'brick accents.

Landscaping: According to the plan dated April 30, 2003, there will be two 3-unit buildings
resulting in a total of six (6) units. For each unit, there should be a minimum of two overstory
trees, four ornamental trees, and twelve shrubs (resulting in a minimum of 12 overstory trees, 24
ornamental trees, and 72 shrubs).

The plans indicate that seventy-three (73) shrubs will be installed, which exceeds (by one) the
minimum shrub requirements. However, it appears that only eleven (11) overstory trees and
twelve (12) ornamental trees are being planted. To meet the minimum requirements, at least one
additional overstory tree and twelve (12) additional ornamental trees need to be installed. The
City needs to receive and approve a revised landscaping pi.an that shows these plantings as well
as the species and size.

All the species included in the species palette are acceptable as outlined in the R .amsey Tree
Book. Furthermore, all sizes indicated on the plan meet the minimum requirements. One
concern regarding the species palette is the number of Norway Maples and Radiant Crabapples
being planted. The City would prefer to' see a geater amount of species diversity to protect
against possible pest/pathogen infestations. Again, a revised landscaping plan showing a greater
mix of species should be submitted and approved prior to final plat approval.

Staff will need to receive a revised landscape plan to reflect the decrease in building units from 6
to 4.

Screening: The R-2 district stipulates that a thirty (30) foot wide bufferyard be included
anywhere that a proposed higher density zoning district abuts a lower density zoning district.
Within the bufferyard, an additional 10% percent of landscaping is required based on the
minimum landscape plantings.

It should be noted that the R-2 district screening and density transitioning requirements,
addressed as part of the preliminary plat, conflict with one another. City Staff and the
Environmental Policy Task Force (EPTF) are currently reviewing the screening requ/rements
established in City Code to provide for a more effective and efficient means of requiring
additional plantings within the buffer corridor. Therefore staff is using the density transitioning
requirements to satisfy screening due to density transitioning requiring more plantings in this
case.

-246-
