-266- <br /> <br />Tiger Meadows <br />Preliminary Plat Review <br />May 30, 2003, revised June 20, 2003 <br />2 of 4 <br /> <br />Grading and Drainage: Drainage from the street system is collected by catch basins at four <br />locations. Each pair of catch basins discharges out of a flared end section into a drainage swale. <br />The two drainage swales located within Block 1 discharge into a sedimentation pond which in <br />mm drains into the wetland/open water pond located in the northeastern comer of the plat. The <br />two drainage swales drain into a remaining depressional area located in the south east portion of <br />Block 3. Staff has reviewed the drainage and grading plan and offers the following comments: <br /> <br />The 100 year flood elevation is 887.0. This contour should be illustrated on the grading plan to <br />ensure that areas lower than th_ts elevation are encumbered with drainage and utility easements. <br /> <br />The septic field site shown for Lot 1, Block 1, is below the 888 contour and may be with_in the <br />100 year flood plain. Additional documentation must be provided to show that this is not the <br />case. ' <br /> <br />Log of soil borings must be submitted. <br /> <br />The size of each storm pipe should be added to the plan <br /> <br />A permit must be obtained from the Lower Rum River Water Management Organization for this <br />development. This review will involve a review, of the drainage elevations and house pad <br />elevations. Since there is no outlet for this subdivision, low floor elevations will need to meet the <br />WMO requirements adjacent to temporary flooded ponds. <br /> <br />Access: The plat proposes access-~o the area street system at three locations: 170th Street would <br />connect to Tiger Street at a location approximately 200 to 250 feet north of Armstrong <br />Boulevard. A second access point would connect Rabbit Street from the north end of the plat to <br />its current southern terminus in Alicia Addition to the north. It should be noted that this roadway <br />connection would not be completed at this time, since a 330 foot wide, 20 acre parcel, lies <br />between the subject parcel and Alicia Addition. The northern terminus of Rabbit street within <br />th/s plat must be provided with a temporary turn around until the adjacent parcel develops. <br /> <br />Rabbit Street is also being extended to the southeastern plat boundary line. The Board of <br />Adjustment granted a variance ~:o the 600 foot maximum cul-de-sac length requirement at their <br />June 5, 2003 meeting. Rabbit Street extends approx/rnately 957 feet to the southeastern plat <br />boundary line. <br /> <br />The City Council is interested in providing for a connection from Rabbit Street to Nutria Street <br />(located in Autumn Heights subdivision east of the subject property). Staff and the City Attorney <br />are researching the best option for providing this connection. <br /> <br />Right of access should be.dedicated to Anoka County along Count>, Road 83, except for the <br />existing driveway access. <br /> <br />Utilities: All lots will be served by an on-site sewer system and private well. <br /> <br /> <br />
