ADOPTION OF THE FINAL TOWN CENTER <br />ALTERNATIVE URBAN AREAWlDE REVIEW (AUAR). <br /> CASE OF CITY OF RAMSEY <br /> By: Principal Planner Patrick Trudgeon, AICP <br /> <br />Background: <br /> <br />On April 22, 2003 the City Council authorized the release of draft Town Center <br />Alternative Urban Areawide Review (AUAR). The release of the Draft AUAR triggered <br />a 30-day review period that ended on May 14, 2003. Under the AUAR process, the City <br />must respond to all comments and send out these responses to agencies and persons <br />making the comments. These responses were received by the appropriate <br />persons/agencies on June 2. Persons and agencies then have 10 business days to object to <br />the City's responses. This 10-day period ended on June 16, 2003. The City received no <br />objections to it's responses. <br /> <br />The following items are provided for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Final Town Center AUAR Document <br />Letter from Metropolitan Council dated June 13, 2003 <br />Letter from Erika Sitz date June 16, 2003 <br />Resolution Adopting the Final. Town Center AUAR <br /> <br />Observations: <br /> <br />Included with the case is the final AUAR document for your review. Staff has reviewed <br />the final product and finds that it adequately addresses the City's and respondent's <br />concerns to the Draft AUAR. <br /> <br />The City received a clarification letter from Metropolitan Council regarding san/taw <br />sewer capacity downstream from Ramsey. The City also received a letter from Erika Sitz <br />regarding the Town Center AUAR. Under Minnesota Administrative Rules, only state <br />agencies can object to the City's responses to the Draft AUAR. Nevertheless, Ms. Sitz <br />wanted to make sure that the Council sees her concerns. It should be noted that the City <br />will follow the normal permitting process with the DNR for any water appropriation and <br />that this fact is also discussed in the AUAR. <br /> <br />As the Ramsey Town Center develops, the City will use the final AUAR document as a <br />basis of review during the approval process and will enforce the mitigation requirements <br />outlined in the final AUAR. In the end, all developments within the Town Center will <br />need to adhere to the policy and mandates of the Town Center AUAR. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of the final Town Center AUAR subject to City Council <br />conditions. · <br /> <br />-285- <br /> <br /> <br />
