CASE#: [5
AUTHORIZING THE INITIATION OF AN ALTERNATIVE URBAN AREAWIDE REVIEW
(AUAR) ENVRIONMENTAL REVIEW FOR HIGHWAY 10 CORRIDOR
WITHIN THE CITY OF RAMSEY
By: Principal Planner Patrick Trudgeon, AICP
Principal City Engineer Brian Olson, P.E.

Background:

As the City Council may recall, MnDOT conducted a Hwy. 10 Inter:R~gional Corridor
study in 2002 that outlined the deficiencies and needs of the Hwy. 10 corridor through the
next 20+ years. Several alternatives were identified in the IRc study, including
realignment of the existing corridor. In an effort to preserve all of the options Presented
in the IRC study, the City has taken an active interest in preserving the corridor as much
as possible until such time funding is available.

This unique combination of transportation and land use factors creates an immediate need
to explore tools for transportation management, fight-of-way preservation, and further
land use planning. Other actions to be evaluated in the Alternative Urban Areawide
Review (AUAR) include official mapping, rezoning, or land use/policy planning focused
on the TH 10 corridor. ~'

The following items are part of the case:

a) Resolution initiating the Hwy. 10 AUAR.

Recommendation:

Staff recommends that the City Council authorize the initiation of an AUAR for the Hwy.
10 corridor.

Council Action:

Motion to approve Resolution # 03-06-~ that authorizes the initiation of the Hwy. 10
AUAR

Review Checklist:
City Administrator
Community Development Director

CC: 06/24/03

-291-
