Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #03-06- RESOLUTION APPROVING THE FINAL ALTERNATIVE URBAN AREAWIDE REVIEW (AUAR) DOCUMENT .FOR THE AREA TO BE DEVELOPED AS THE RAMSEY TOWN CENTER WHEREAS, Ramsey Town Center LLC, hereinafter referred to as "Developer", is proposing to develop the Ramsey Town Center, a mixed-use development, within the City of Ramsey, hereinafter referred to as "City" on land shown on Exhibit A, hereinafter referred to as the "Subject Property", that is attached to this document; and WHEREAS, on January 14, 2003 the City Council authorized the initiation of the Ramsey Town Center AUAR; and WHEREAS, for the purposes of conducting the Alternative Urban Areawide Review ("AUAR"), the City is the Responsible Governmental Unit ("RGU"); and WHEREAS, on April 8, 2003, the City Council authorized release of the Draft AUAR for the Town Center project; and WHEREAS, on May 14, 2003 the comment period for the Draft AUAR ended; and WHEREAS, the City received comments regarding the Draft AUAR from governmental agencies and the general public; .. WHEREAS, the City Council authorized release of responses to the comments received from governmental agencies and the general public on May 27, 2003; and WHERAs, the 10-day period for the City to receive objections to the responses gathered from the Draft AUAR as stated in Chapter 4410.3610 (5) (D) of Minnesota Rules expired on June 16, 2003; and WHEREAS, the City received no objections within the 1 O-day period. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the City hereby authorizes the adoption of the final AUAR and the mitigation plan as contained in the final AUAR document for the Ramsey Town Center in accordance Chapter 4410.3610 (5) of Minnesota Rules, hereinto incorporated as part of this document. -298-
