CONSIDER INTERIM ORDINANCE FOR A SIX MONTH EXTENSION <br />TO THE DEVELOPMENT MORATORIUM ON <br /> HWY. #10, WEST OF ARMSTRONG BLVD. N.W. <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />In response to a request from Anoka County representatives in 2001, the Ramsey City Council <br />adopted an interim ordinance establishing a moratorium on the development of certain parcels of <br />land generally located north and south of T.H. #10, west of Armstrong Blvd. N.W. That <br />ordinance is in effect until July 30, 2003. <br /> <br />The purpose of the morato~.um is to protect the planning process while Mn/DOT, Anoka County <br />and Hennepin County join forces to prepare a Northwest Metro Corridor and River Crossing <br />Study to consider long-term options to address the relief of congestion on the highway corridors <br />and river crossings. It is likely that property west of Armstrong Blvd. in Ramsey would be <br />impacted if a Mississippi .River crossing is determined to be a long-term option to the relief of <br />traffic congestion. <br /> <br />Notification: <br /> <br />Staff attempted to send written notice to all property owners (fee title) of the proposal to extend <br />the moratorium period. ~- <br /> <br />Observations: <br /> <br />Mn/DOT and Anoka and Hennepin counties have released a draft Scoping and Scoping Decision <br />Document dated March 2002, relating to the Northwest Metro Corridor and River Crossing <br />Study. It is anticipated that the final scoping documents will be published later this summer. <br /> <br />According to Minnesota Statute 462.355, Subd. 4, moratoriums may be established for a <br />maximum total period of 30 months. The subject area has been in a development moratorium for <br />24 months. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Ordinance #01-17 establishing the moratorium area in 2001 <br />Exhibit of parcels subject to the moratorium <br />Proposed interim ordinance to extend the moratorium <br /> <br />-301- <br /> <br /> <br />
