ORDINANCE NO. 03- <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN INTERIM ORDINANCE ESTABLISHING AN EXTENSION <br />MORATORIUM ON THE DEVELOPMENT OF CERTAIN PARCELS <br />WITHIN THE CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA. <br /> <br />The City of Ramsey Ordains: <br /> <br />TO THE <br />OF LAND <br /> <br />SECTION 1. AUTHORITY <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA 462.355, SUbd. <br />4, entitled "Interim Ordinance." <br /> <br />SECTION 2. pREAMBLE AND PURPOSE <br /> <br /> WHEREAS, the City of Ramsey is part of an area experiencing growth in population and <br />employment; and <br /> <br /> WHEREAS, as a consequence of growth in this part of the region and adjacent areas, <br />there has been significant traffic increases along the TH 169, TH 10, TH 101, and 1-94 corridors, <br />causing substantial delays at the individual corridor crossings of the Mississippi River' during the <br />rush hours; and <br /> <br /> WHEREAS, this increased traffic congestion along these corridors has been recognized <br />as a regional priority in the Minnesota Department of Transportation (Mn/DOT) Metro Division <br />2005 - 2025 Transportation System Plan, Metropolitan Council's Transportation Policy Plan; <br />and <br /> <br /> WHEREAS, the Anoka County Comprehensive Plan and the Hennepin County <br />Transportation Systems Plm~ contemplate the expansion of a NorthweSt Metro roadway <br />connection, involving a Mississippi River crossing between Ramsey and Dayton; and <br /> <br /> WHEREAS, in 2001 Mn/DOT, Anoka County and Hennepin County expressed a <br />willingness to finance and participate in a Northwest Metro Corridor and River Crossing Study to <br />consider a long-term option to address the relief of the highway corridors and river crossings; and <br /> <br /> WHEREAS, on June 26, 2001, the City of Ramsey adopted interim Ordinance #01-17 <br />placing a moratorium on the development of certain parcels to protect the planning process and <br />the health, safety and welfare of the citizens of Ramsey during the Northwest Corridor River <br />Crossing Study process. <br /> <br /> WHEREAS, Mn/DOT, Anoka County, and Hennepin County have released a draft <br />Northwest Metro Corridor and R/ver Crossing Study, Scoping Document and Draft Scoping <br />Decision Document dated Mach, 2002; and · <br /> <br />-307- <br /> <br /> <br />
