Revised 6/23/03 CASE # <br /> <br /> INTRODUCE ORDINANCE TO AMEND CITY CODE CHAPTER 9 <br />(9.01 INTRODUCTION, 9.02 DEFINITIONS, 9.03 ADMINISTRATION, <br />9.20.21 B-1 GENERAL BUSINESS, 9.20.22 B-2 HIGHWAY BUSINESS, <br /> 9.20.23 E-1 EMPLOYMENT, 9.20.24 E-2 EMPLOYMENT, <br /> 9.20.25 PUBLIC/SEMI PUBLIC FACILITIES, 9.20.26 MIXED USE <br /> By: Community Development Director Sylvia Frolik '- <br /> <br />Background: <br /> <br />At the regular Planning Commission meeting in April, proposed amendments to the Introduction, <br />Definitions, Administration, B-1 Business, B-2 Business, E-1 Employment, E-2 Employment, <br />Mixed Use- Planned Unit Development, and Public/Semi-Public Facilities District of the <br />Ramsey City Code were reviewed. Staff implemented changes to the text as directed by the <br />Planning Commission on April 3~ On May 1, 2003, the Planning Commission conducted a <br />public hearing regarding the proposed text and map changes. <br /> <br />a) <br />b) <br />c) <br /> <br />d) <br /> <br />Planning Commission meeting minutes dated May 1, 2003. <br />Draft Planning Commission meeting minutes dated June 5, 2003. <br />Edited versions of City Code identifying additions and deletions to City Code (in <br />order to reduce the volume of the Council agenda, the actual amendments in <br />ordinance format are under separate cover in your agenda packets) : <br />Proposed zoning map (1 l"xlT") (will be included in agenda packet) <br /> <br />Observations: <br /> <br />At the May 1 and June 5 Planning Commission meetings, as well as the June 10 City Council <br />Work Session, the following areas were specifically discussed with respect to the proposed <br />zoning amendments: <br /> <br />On May 1, homeowners on the north side of Rivlyn Street were opposed to their <br />property being rezoned from Residential to Employment. On May 27, 2003, the <br />residents submitted a petition to the City Council requesting that the City initiate a <br />comprehensive plan amendment to maintain the north side of Rivlyn Street as a <br />residential zone. At the June 10, 2003, City Council work session, City Staff was <br />directed to initiate a comprehensive plan amendment to change the land use <br />designation for the north side of Rivlyn Street back to low density residential. <br /> <br />On May 1, Winslow Holasek expressed opposition to their parcel, located south of <br />Riverdale and west of the Comfort Suites Hotel, being rezoned from commercial to <br />low density residential. On June 5, Winslow and Corrine Holasek and Ed and Laura <br />Hamilton submitted letters to the Planning Commission and City Council expressing <br />their desire to retain the commercial zoning on the property. The City Council alSo <br />discussed this parcel at the June t 0 Work Session. City Staffwas directed to continue <br />with the rezoning of the subject property to low density residential. <br /> <br /> <br />
