Mr. Engen explained that they have had contact with the Met Council and they do see significant <br />changes with the AUAR because it is becoming a very effective document and they would like to <br />use it to greater terms. <br /> <br />Principal Planner Trudgeon noted that staff has not received any official comments on the AUAR <br />as of yet. <br /> <br />City Administrator Norman explained that City staff and members from Ramsey Town Center <br />LLC met with Anoka County to discuss using the strip of land, originally held for a possible river <br />bridge crossing, for a storm drainage outlet to the Mississippi River. <br /> <br />Bruce Jacobson, Ramsey Town Center, LLC, explained that the meeting with Anoka County <br />ended very positive. <br /> <br />Principal City Engineer Olson noted that Anoka County wants to make sure that there will be <br />enough capacity to accommodate storm sewer run off with the new bridge crossing. <br /> <br />Councilmember Elvig stated that he has been del.ikhted to Work With the Ramsey Town Center <br />LLC group and thought what was being proposed was a great plan. Within the plan, there has <br />been discussions of having an open water way rather than having an area full of cat tails. He <br />questioned where the developers stood on that issue. <br /> <br />Mr. Jacobson explained that they have met with the Parks Supervisor regarding the water way <br />and they have just started providing character for the park area and wetlands. He noted that there <br />will be permanent water elements, but there are issues of water quality they have to address as <br />well. " <br /> <br />John Feges, Ramsey Town Center, LLC, stated that the plan is a collaboration of everyone, <br />which is what makes the project unique. <br /> <br />Councilmember Kurak stated that two large issues that have not been addressed for the Town <br />Center development is zoning and design criteria. <br /> <br />Councilmember Elvig stated that at' the last Planning' Commission it became apparent that there <br />was a lack of involvement with the Planning COmmission over the last few months regarding the <br />Town Center. <br /> <br />Mr. Engen stated that they were made aware of the glitch in the lack of communication with the <br />Planning Commission and they have commenced meeting with members of the Planning <br />Commission on a one on one basis. <br /> <br />Principal Planner Trudgeon reviewed which Planning Commission members had met with staff <br />and Ramsey Town Center, LLC members. In addition to the individual meetings with the <br />Planning Commission, staff will be trying, to schedule an informal meeting with the Planning <br />Commission prior to the regular Planning Commission to review the sketch plan and zoning <br />districts. <br /> <br />City Council Work Session/May 6, 2003 <br /> Page 5 of 11 <br /> <br />-31- <br /> <br /> <br />
