Motion by Councilmember Kurak, seconded by Councilmember Elvig, to approve application for
the Ramsey Lions Club for a one-day, 3.2 percent malt liquor license for the Community Picnic
scheduled for Saturday, June 7, 2003, at Central Park, and to waive the fee for such an event.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Elvig, Cook, Pearson,
and Strormnen. Voting No: Councilmember Zimmerman.

Case #3:

Request to Change Name of Anoka County Highway #116 (Industry Avenue
NW) to Bunker Lake Boulevard; Case of City of Ramsey

City Administrator Nomaan stated that the proposed Ramsey Town Center project will have
considerable frontage along Anoka County Highway #116. It is the intent of the proposed
development to have some units fronting on County Highway #116. At their March 27, 2003
meeting, the Town Center Task Force discussed the possibility of changing the name of Highway
#116 from Industry Avenue. The Task Force decided to recommend changing the name of
Highway #116 (h~dustry Avenue) to Bunker Lake Boulevard. The Task Force felt that the name
of Industry Avenue no longer was appropriate given the proposed Town Center development.
They also felt that the name change would bring Ramsey into conformance with what County
Highway #116 is named in the rest of Anoka County. There would be 23 properties that
currently have addresses on Industry Avenue. Staff proposed that the name change take effect
within a year of official City Council action on the name change in order to give these property
owners time to make the necessary changes to reflect the renaming of County Highway #116.
The proposed name change will need to be passed by City Ordinance after a public hearing.

Motion by Councilmember Zimmerman, seconded by Councilmember Cook, to authorize staff to
advertise and schedule a public hearing for the proposed name change of County Highway #116
from Industry Avenue to Bunker L'ake Boulevard.

Further discussion: Councilmember Elvig inquired if there was any reason to suggest East or
West. Mayor Gamec replied that that is something that staff can look into. He suggested that
they make the request that the name be changed in the stretch of road fr6rn Round Lake
Boulevard to C.R. #7. Counci'lmember Pearson questioned' the cost to the City to' have the name
change. City Administrator Norman explained that the post office has been very good with
working with name changes. In the past, businesses or residents have claimed a lot of costs so the
City has stated that if they bring forward any costs after a year they would cover those costs;
however, no one has ever come forward.

Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Cook, Elvig,
Kurak, Pearson, and Strommen. Voting No: None.

City Council/May 13, 2003

-40-
