4) Accept Resignation of Building OfficiaI and Appoint an Interim Building Official The Personnel Committee recommended that the City Council accept Glyn Huffs resignation from his position as Building Official for the City of Ramsey effective May 6, 2003, and authorize the City Administrator to enter into an agreement with Inspectron, Inc. for inspections services for a period of six months beginning May 14, 2003. The rate of compensation to Insepctron, Inc. would be $65.00 per hour for approximately 20 hours per week. The Committee also recommended that the City Council appoint Ron Wasmund, President of Inspectron, as the City's building official. Assistant City Administrator Nelson explained that the agreement they have been working on with Inspectron, Inc. is that the City would pay a fiat rate of $65.00 per hour. Typically contracted building official services require a percentage of the permit fee be given back to them. Motion by Councilmember Pearson, seconded by Councilmember Elvig, to adopt Resolution #03-05-114 accepting the resignation of Building Official Gtyn Huff, and appointing Ron Wasmund, Cert. # 0903, as the City's Building Official. Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Pearson, Elvig, Cook, Kurak, Strommen, and Zimmerman. Voting No: None. 5) Consider Authorization to Begin Recruitment Process for a Civil Engineer II 6) Consideration of Authorization to Begin Recruitment Process for an Associate Planner The Personnel Committee recommended that the City Council authorize staff to begin the recruitment process to hire a Civil Engineer 1~I and an Associate Planner. Councilmember Elvig stated that they had discussed moving forward with fi'anchise fees only so that they could position themselves if they needed to because of the cuts to local govenzment aid, but they were not necessarily going to adopt the franchise fees. He expressed concern with hiring employees based on the City implementing the franchise fees. City Administrator Norman replied that they should not focus on franchise fees with these cases because the positions would primarily be covered by development fees. Councilmember Elvig stated that he wanted it to be clear that they were' not looking to adopt franchise fees, but they were only looking for future potential. Councilmember Zimmerman stated that if they are going to hire two people because of the demand of Town Center then maybe they should be requiring more of a deposit from Ramsey Town Center LLC to cover those costs.
