NOTE PLANNING COMMISSION MEETING MINUTES

The Park and Recreation Commission noted the Planning Commission public hearing and regular
meeting minutes dated April 2 1996

COMMISSION BUSINESS:

Case/ti: REVIEW FOX PARK

Park/Utilities Supervisor Boos reviewed recent improvements to Fox Park including the rock and
earth work, trees which were moved, and trail area. He noted one unique rock which he suggested
be used for the park entrance, and advised the bulk of work on the single termis court and fence
installation will be done in the next several weeks. Also pointed out was the play equipment which
is more natural in color and the boardwalk which is almost completed.

A neighborhood resident asked if the portable toilet will remain. Park/Utilities Supervisor Boos
requested input on this item since it is a cost issue. Another resident indicated support to keep the
toilet at the park.

The Park Commissioners asked Park#Utilities Supervisor Boos to research whether a more earth-
toned (brown) portable toilet is available.

Park/Utilities Supervisor Boos advised of the intent to reduce the mowing area and incorporate a
prairie landscape with natural plantings and prairie grass. This will provide a wildlife area to attract
ground dwelling birds and butterflies which the neighborhood residents will enjoy.

A resident asked if a parking area will be provided. Park/Utilities Supervisor Boos explained the
Council strongly supports providing at least a few spaces but not a parking lot, so it will be more like
a curb cut.

A resident expressed concern regarding the safety of the boardwalk for children and inquired
regarding the cost. Park/Utilities Supervisor Boos stated the boardwalk scored very high on the
survey and the cost is under budget ($20,000).

Commissioner Johns explained the boardwalk is a floating mechanism because of the wetland and
agreed it feels a little "tippy" if several people are standing on one side. A brief discussion was held
regarding options for anchoring the boardwalk and/or adjusting it.

Chair Cook pointed out the boardwalk is a new feature to this neighborhood and, perhaps, there
needs to be an educational effort.

Consensus was reached to walk over the boardwalk following the meeting.

Park and Recreation Commission/May 9, 1996
Page 2 of 6
