NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Park and Recreation Commission noted the City Council special meeting minutes dated January <br />23, 1996, the public hearing and regular meeting minutes dated January 23, 1996, the public hearing <br />and regular meeting minutes dated February 13, 1996, the regular meeting minutes dated February <br />27, 1996, the regular meeting minutes dated March 12, 1996, and the public hearing and regular <br />meeting minutes dated March 26, 1996. <br /> <br />NOTE PLANNING COMMISSION MEETING MINUTES <br /> <br />The Park and Recreation Commission noted the Planning Commission public hearing and regular <br />meeting minutes dated May 7, 1996. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case gl: <br /> <br />PUBLIC HEARING ON 5-YEAR CAPITAL IMPROVEMENTS PLAN (C.I.P.) <br />AND ALPINE PARKS DEVELOPMENT <br /> <br />Chair Cook opened the Public Hearing at 6:05 p.m. <br /> <br />Parks/Utilities Supervisor Mark Boos explained that there were two topics advertised for the Public <br />Hearing, the first part being the five year C.I.P. with the first year being 1997, and the Alpine Parks <br />Development. Parks/Utilities Supervisor Boos explained that part of the funding for Alpine Park will <br />be fi.om the sale of the land North of 153rd Avenue. He stated that the City Council suggested that <br />more research be done on the value of that property. Parks/Utilities Supervisor Boos stated that <br />development would begin in !997 and some of the park may need to be usable within two years. He <br />also stated that this park would be a community park. <br /> <br />Jan Rider, 153rd Lane North, asked if Alpine Park would be as large as Central Park. Park/Utilities <br />Supervisor Boos stated that Alpine Park would actually be larger but has more wetlands; therefore, <br />a large part would be left natural. <br /> <br />Ms. Rider stated that she has lived here since 1970 and is very excited for a park to be developed in <br />her neighborhood. Park/Utilities Supervisor Boos stated they have not had a lot of consensus on <br />what types of activities should be included for Alpine Park. Ms. Rider stated that her husband would <br />like a walking trail. Chair Cook stated there has been discussion to include a hiking/interpretive trail <br />and perhaps a nature center in the East end of the park. <br /> <br />Parks/Utilities Supervisor Boos stated one idea was to link the Alpine Park area to Sunfish Lake and <br />other trails that are emerging in the Urban area. Parks/Utilities Supervisor Boos outlined several trail <br />connections that were included in the five year C.I.P. <br /> <br />Ms. Rider asked if the methane gas was too strong for a park.
