Parks/Utilities Supervisor Boos stated that <br />the RYAA president suggested that a team member stand in line to deflect the balls and that trees <br />could be planted in line. Commissioner Droegemueller stated that he could talk to RYAA about <br />possible additional funding. Parks/Utilities Supervisor Boos stated that playground shielding and site <br />location to be considered, could be inserted. Commissioner Droegemueller stated that he will bring <br />this item up at the next RYAA meeting. Parks/Utilities Supervisor Boos also suggested funding from <br />sources such as the Lions, donations, or charitable/lawful gambling for the playground match. <br /> <br />Parks/Utilities Supervisor Boos explained that Peltzer Park was an older park, and with the Pondview <br />Edition, there is a need for a new playground. Parks/Utilities Supervisor Boos explained that <br />Greenland Hills will be in need of a neighborhood park in the future, and a park plan could begin with <br />some land preparations as part of Well #4 site restoration. <br /> <br />Parks/Utilities Supervisor Boos stated that in 1999, the Brookview Park would be receiving <br />improvements to include a fire ting and concrete table. Park/Utilities Supervisor Boos stated that in <br />the Oxbow District there is a "pie-shaped" area (outlot "A") that is sandy land and will be used for <br />Wildflower Prairie establishment for beautification and to minimize encroachment and dumping. <br /> <br />Commissioner Johns stated that a resident asked her if he could plant seedlings on that property. <br />Parks/Utilities Supervisor Boos stated that was fine. Parks/utilities Supervisor Boos stated that <br />Phase li of Rabbit Park would occur at this time, including play equipment, topsoil, aglime infield and <br />parking lot. <br /> <br />Parks/Utilities Supervisor Boos reviewed the C.I.P. for the years 2000 through 2002. Parks/Utilities <br />Supervisor Boos explained that at the joint meeting with Elk River there was discussion of <br />interconnecting trails. He added that Sherburne County had horse and snowmobile trails that could <br />accommodate some of the issues in Ramsey. <br /> <br />Chair Cook asked about a Mississippi River bridge going in to make a possible connection. <br />Parks/Utilities Supervisor Boos explained that some people do not like that idea due to the possible <br />fragmentation of Hennepin Parks. Parks/Utilities Supervisor Boos suggested adding to the C.I.P., <br />"consultant study of river crossing and connection to the Elm Creek trail system via Mississippi <br />West." Commissioner Johns expressed that she found the inter-city connecting trails an exciting idea. <br /> <br />Parks/Utilities Supervisor Boos stated that a Community Center is included in the 2002 C.I.P. with <br />$1,900,000 planned for development, that could be a public private partnership. Commissioner <br />Droegemueller stated that it could be brought in with a YMCA partnership. Commissioner Skinner <br />stated that a Boys and Girls Club could also be brought in. Commissioner Droegemueller stated that <br />they could run the facility and this is something to consider. <br /> <br />Commissioner Asfahl stated that conversations need to begin now to get this project started in 2002. <br />Commissioner Droegemueller stated that organizations such as YMCA and Gifts and Boys Club have <br /> <br />Park and Recreation Commission/June. 13, 1996 <br /> Page 4 of 7 <br /> <br /> <br />
