REGULAR COMMISSION MEETING BUSINESS: <br /> <br />Case#l: RECOMMEND PARK DEDICATION FOR THE HARMONY FARM <br /> SUBDIVISION <br /> <br />Parks/Utilities Supervisor Boos introduced Mr. Gerald Bauer who is requesting sketch plan approval <br />for a minor subdivision consisting of three new single family residential lots on 40 acres in addition <br />to one existing homestead. Location of the proposed project is in the northeast quadrant of the <br />intersection of 167th and C.S.A.H. #5. Mr. Boos provided site location maps of said project. <br /> <br />All of the lots are proposed to have access onto 167th Avenue N.W. City Staffhas recommended <br />that Outlot A (future street) align with Coquina Street on the south side of 167th. Lots 1 and 2 <br />should access 167th through Outlot A until such time as Outlot A becomes an improved street; both <br />will share a driveway. The driveway for Lot 3 should align with Dolomite Street on the south side <br />of 167th until such time that it becomes possible to convert access onto an interior street. <br />Accordingly, the dwellings on all 3 of these lots will have to be located in accordance with the <br />resubdivision plan. This requirement to convert driveways to interior streets at some point in the <br />future will require changes of address for at least 2 of the 3 lots. <br /> <br />The Park Commission's Park and Trail Plan does not propose any improvements related to this minor <br />subdivision. Therefore, park dedication was suggested in the form of a cash payment. <br /> <br />Motion by Commissioner Johns and seconded by Commissioner Droegemueller to recommend City <br />Council require a cash payment be deposited into the Demerest Brook Recreation District in the <br />amount applicable at the time of final platting for the three new lots created. <br /> <br />Motion carried. Voting Yes: Chair Cook, Commissioners Johns, Droegemueller, Asfahl, LaMere, <br />and Ostrum. Voting No: None. Absent: Commissioner Skinner. <br /> <br />In response to Mr. Bauer, Mr. Boos indicated the cost per lot for park dedication is $625. Mr. Boos <br />added this rate may change after the first of the year. <br /> <br />Case #2: RECOMMEND PARK DEDICATION FOR WILDLIFE SANCTUARY ADDITION <br /> <br />Kelsey Gustafson is requesting sketch plan approval to subdivide 40 acres in the Urban Reserve <br />district into 3 single family lots. Two of the lots will accommodate existing homesteads for Kelsey's <br />grandmother and father and third lot will facilitate Kelsey's new home. The property is located on <br />the west side of T.H. #47 at about 155th and 156th Avenues. <br /> <br />Parks/Utilities Supervisor Boos explained that since said property is known as the Urban Reserve, <br />it may be included in the MUSA someday. Therefore, developers must show a resubdivision plan. <br /> <br />There is a resubdivision plan has been formulated, but is not being proposed at this time. According <br />to the plat map, there is a park and trail plan in place for said area. However, there may not be <br />enough room to create a trail on both sides of T.H. ~47 due to wetlands. Therefore, the trail is <br />proposed to be placed on the east side of T.H. #47 due to the proximity of the Boy Scout camp. <br /> <br />Park and Recreation Commission/October 10, 1996 <br /> Page 2 of 6 <br /> <br /> <br />
