an encroachment of the easement which may present a problem with obtaining a dear title. If all is
approved, the owner would own the 39 feet and an easement would simply be placed over it thus
allowing room for construction of a future trail. Mr. Boos talked about how a potential trail might
be laid out utilizing the 39-foot easement.

Motion by Commissioner Droegemueller and seconded by Commissioner LaMere to recommend
approval of the replatting to include a trail leading over the easterly portions of Lots 1 and 3 from
148th Avenue to 167th Avenue.

Motion Carried. Voting Yes: Chairperson Cook, Commissioners Droegemueller, LaMere, Asfahl,
and Ostrum. Voting No: None. Absent: Commissioners Johns and Skinner.

Case #3: UPDATE PARK AND TRAIL PLAN

Parks/Utilities Supervisor Mark Boos stated Staffis in the process of updating the 11" x 17" Park &
Trail Plan Maps which were last revised early in 1995. Since the last revision, there have been several
paths completed as well as some initially intended park areas or trails which are no longer possible.
Changes that are being proposed are minor and will be distributed to Council, Commissions, and Staff
for appropriate approval. Mr. Boos noted if there are major changes needed, a public hearing would
need to be conducted.

Recommended map changes are as follows:
1. Change sidewalk from Sunwood Drive south on Potassium Street to existing from proposed.
comment - A dotted line will be changed to a solid line.
2. Change Sunwood Drive's on-road B fi.om proposed to existing from Wood Pond Hills to Sunfish
Lake Boulevard.
comment - The trail is not an actual street surface. It is noted in red up to 143rd Lane.
3. Add existing on-road B north of County Road #116 on Sunfish Lake Boulevard to 143rd Lane.
4. Add existing on-road B along 153rd Avenue and sunfish Lake Boulevard at Fox Knoll 2nd
Addition.
comment - The Branseth Addition has resulted in changes needing to be made.
5. Add existing on-road B west of Trunk Highway #47 on 153rd Avenue to City Hall.
6. Add proposed on-road B from Autumn Heights south along County Road 83 to 153rd Avenue
and west to Lake Itasca (identified as part of the five-year CIP in 1995).
comment - This has provided various linkages to Central Park. It was not part of the C.P.
recommended for passage, but has been identified as important. Therefore, it should be
proposed.
7. Add proposed on-road B between County Road #5 and Trunk Highway #47 along Sunwood
Drive (neglected on original plan).
comment - This trail runs south and east of City Hall and is simply a mapping correction.
8. Other.
comment - The area southeast of Lake Itasca is close to being done. Therefore, since plans
appear to be proceeding it should be left as indicated on the map.

Park and Recreation Commission/November 14, 1996
Page 3 of 5
