ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, <br />January 9, 1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:35 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />City Engineer Jankowski stated, if there is time, he would like to furnish the Road and <br />Bridge Committee with an update on the impact fee discussion and also the power <br />transmission line (City of Anoka). <br /> <br />Consensus was to approve the agenda as presented with the addition of the updates if time <br />allows. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Review of City's MSA System <br /> <br />City Engineer Jankowski stated that at the end of every year, he certifies to the State of <br />Minnesota, the road mileage within City boundaries. The City is allowed to designate 20 <br />percent of its eligible mileage to be on the State Aid System. This year, Anoka County has <br />designated an additional 6.6 miles of County State Aid roads within the City and, <br />consequently, eliminated 6.6 miles of County Road designation. The State Aid rules allow <br />County Roads to be used in determining the City's base mileage, however, County. State <br />Aid roads are not allowed. This results in the City having 0.65 miles over the maxunum <br />mileage allowed. Therefore, we will not be able to designate additional mileage on the <br />State Aid System. Mr. Jankowski explained that, in the long run, the expanded State Aid <br />System within Ramsey will allow a greater number of potential linkages than allowed by <br />the present system. He listed the possibilities not previously available: a linkage of <br />McKinley Street north to County Road #116 on the east end of Business Park 95, a linkage <br />of 167th Avenue between Variolite Street and Armstrong Boulevard, and the improvement <br />of 161st Avenue between Variolite Street and Armstrong Boulevard. <br /> <br />Councilrnember Zimmerman suggested keeping the future MSA road designations closer to <br />the sewer and water district. <br /> <br />Road & Bridge Committee/January 9, 1996 <br /> Page 1 of 4 <br /> <br /> <br />
