Case #3: Discussion of Water Service Extension <br /> <br />City Engineer Jankowski reported that Good Value Homes recently held an information <br />meeting with the residents of Peltzer's Addition to discuss a sewer and water plat which is <br />supposed to be adjacent to the southern boundary of that subdivision. There was no <br />negative comments, but one question came up from some residents mediately on the <br />south side of 149th Lane. They were interested in knowing if the City would extend water <br />service to them - their water is of poor quality. The MUSA line is at the north boundary of <br />that future plat. We would be prevented from extending sewer as well as water. Mr. <br />Jankowski asked for direction on: 1) Do we want to petition the Metropolitan Council and <br />require them to connect to both sewer and wateg, and 2) If we only provide water, should <br />this be an exception to that role. <br /> <br />Councilmember Zimmerman felt that extending sewer into an area without MUSA would <br />be setting a dangerous precedence. <br /> <br />Mr. Jankowski inquired what the City would charge if only water was extended. He <br />suggested at a minimum, the WAC fee; but beyond that, in the past, we have collected a <br />lateral benefit charge. Who will pay - the people? Do we take it out of the trunk fund? <br /> <br />Councilmember Beahen inquired if this has ever been done before. <br /> <br />Mr. Jankowski did not recollect anyone who has water without sewer. <br /> <br />Mr. Schroeder added "not outside the MUSA." <br /> <br />Mr. Jankowski stated that we have allowed residents connected to the municipal system to <br />keep their own well for irrigation purposes. <br /> <br />Councilmember Zimmerman inquired do we mn services to areas outside the MUSA and, <br />if so, do we service all the people. <br /> <br />Mr. Jankowski pointed out we could connect these two to three people without spending a <br />dime, but if the neighbors across the street request service, would we charge them for <br />extending water service from their neighbors whom we didn't charge? <br /> <br />Councilmember Zimmerman inquired if these people have had water tests done suggesting <br />the water is too dangerous to drink, that would make a difference.
