ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge conducted a regular meeting on Tuesday, February 13, 1996, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, 55303. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve lankowski <br />Administrative Services Manager Linda Waite Smith <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 5:36 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Installation of Traffic Signals at T.H. 010 and Armstrong Boulevard <br /> <br />City Engineer Jankowski read the letter from MnDOT which details the installation of a traffic <br />signal at Highway gl0 and Armstrong Boulevard. The project is now ready for its programmed <br />schedule, which anticipates installations being completed this summer with 80 percent Federal <br />Funding. He reported that there are four ancillary improvements proposed to be associated with <br />the project which are: an emergency vehicle preemption system installed at T.H. gl0 and <br />Armstrong Boulevard; signal system revision at T.H. gl0 and Ramsey Boulevard; an emergency <br />vehicle preemption system installed at T.H. gl0 and Ramsey Boulevard; and signal system <br />interconnect along T.H. gl0 between Armstrong Boulevard and Ramsey Boulevard. Mr. <br />Jankowski reported that he has spoken with Fire Chief Dean Kapler about the emergency vehicle <br />preemption and he (Kapler) indicated they have difficulty crossing Highway gl0. He reported on <br />the conversations he had with Beverly Farraher, the MnDOT Signal Engineer, and provided <br />direction on the following project elements: 1) The City would prefer the pedestrian crossing at <br />Armstrong Boulevard to occur on the west side of Armstrong Boulevard; 2) The City would <br />support the emergency vehicle preemption system at both Ramsey Boulevard and Armstrong <br />Boulevard as the Fire Department has expressed considerable difficulty in crossing T.H. gl0 <br />against a red light; and 3) The City would support the I Jh-lD for red indication for the signal <br />system. The City of Ramsey's cost share is estimated at $10,000. He suggested that MSA <br />construction funds could be used for this project with the exception of the cost for the emergency <br />vehicle preemptions. There would also be an extra cost of an emitter which would be about <br />$1,200 a piece for four trucks. He added that the City would additionally be responsible for <br />operation and minor maintenance costs which are estimated to be $1,600 per year. This includes <br />electrical operation, painting and re-lamping. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend <br />Council direct staff to request that the State prepare a Joint Powers Agreement for this project. <br /> <br />Road and Bridge Committee/February 13, 1996 <br /> Page I of 4 <br /> <br /> <br />
