Councilmember Zimmerman stated that we had talked about the County agreeing to participate in <br />work on T.H. #47 and C.S.A.H. #5 in exchange for delaying work on C.R. #116 from C.R. #56 <br />to C.R. #83. He asked if Dennis Berg didn't say they would transfer the project but not the <br />amount of money. <br /> <br />City Administrator Schroeder stated that was his impression. He suggested maybe we could save <br />that money. He added that, at the next meeting, we will propose creating a Tax Increment District <br />in that area if possible. <br /> <br />Councilmember Beyer thought that area was in the TIF District. <br /> <br />Mr. Schroeder stated that River's Bend 4th or 5th is not in the TIF District. The land we are <br />discussing is on both sides of the highway. <br /> <br />Councilmember Zimmerman suggested there must be a fairly sizable amount of money collected <br />from TIF. <br /> <br />Mr. Schroeder reported the moneys are pooled. <br /> <br />Councilmember Beyer inquired if there is any way the final extension of 153rd could use TIF <br />moneys. <br /> <br />Mr. Schroeder stated that the City will be using some of that for Sunwood Drive and we are <br />probably going to suggest that 153rd be delayed. <br /> <br />Councilmember Beyer agreed that would be a lot better use for the money right now. <br /> <br />Councilmember Zimmerman suggested that staff look at sources of funding for this project either <br />through TIF or impact fees. <br /> <br />Councilmember Beyer stated that if we can participate 50%, maybe the County would be willing to <br />do something else instead of just dropping the whole thing. <br /> <br />Mr. Jankowski commented that there will be some back and forth conversations through agencies. <br /> <br />Councilmember Beyer stated that we should get a real good handle on all the funds we can "dip" <br />into. <br /> <br />Mr. Jankowski responded that this project would be available for quite a few funding sources. He <br />added that this subject and the funding will be discussed again at the next Road and Bridge <br />Committee meeting. <br /> <br />Case #2: Consider Adoption of Revised Snow Removal and Ice Control Policy <br /> <br />City Engineer Jankowski reported that since February 1996, the Road and Bridge Committee has <br />been reviewing the snow removal and ice control policies and practices. At the April 9, 1996 <br />meeting, a revised policy was reviewed by the Committee and forwarded to Council for comment. <br />No comment has been received and he recommended the Committee proceed with recommendation <br />of adoption of this policy. He summarized the proposed changes as follows: it states a goal of <br />having arterial streets passable by the morning rush period, acknowledges that the type of storm <br />may cause a deviation from the general procedures stated in the policy, formalizes the damage <br />repair policy on replacing mail boxes, and addresses the issue of damage caused to other <br />encroachments in the boulevard, adds City responsibility for snow removal around fire hydrants <br /> <br />Road and Bridge Committee/May 14, 1996 <br /> Page 2 of 5 <br /> <br /> <br />
