We could m~e the trails the lowest priority but he would feel uncomfortable <br />having City Council pass a fee that used trail construction as justification to levy fees but does not <br />provide for trails. <br /> <br />Councilmember Beyer argued that when the Impact Fee was brought up, it was to address <br />additional traffic being dumped on major collector streets. Taking care of signalization of <br />intersections is what we were describing. Trails never came into the picture until the policy came <br />before us a month ago. <br /> <br />Mr. Schroeder pointed out that when we considered passing the Impact fee, we had a list of <br />expenses. Part of that list was trails o not recreational trails - safety trails. <br /> <br />Councilmember Beyer insisted the discussion was about signalization. <br /> <br />Mr. Jankowski added that we have been talking about this since last spring but when we got <br />around to defining this, we listed all costs attributable. We came up with a $12 million list. <br /> <br />Councilmember Zimmerman reiterated his opinion is that we fix up the roads first and then do <br />something about trails. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmennan to recommend the <br />passing of the policy regarding the Transportation Impact Fees but to eliminate the eligibility of the <br />trails. <br /> <br />Motion carried. Voting Yes: Councilmembers BeyerandZimmerman. Voting No: None. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adjourn the <br />meeting. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer and Zimmerman.
