ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted an informal meeting on Tuesday, June 11, <br />1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Sheila Beyer <br /> <br />Members Absent: Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Administrative Services Manager Linda Waite Smith <br />Denny Eyler, SRF <br /> <br />Discussion: <br /> <br />Due to the fact that Councilmember Zimmerman was unable to attend the meeting, an informal <br />discussion was held beginning at approximately 5:40 p.m. City Engineer Jankowski explained <br />that both cases scheduled for discussion have to do with the work on Highway #47. The first case <br />was to keep the "ball rolling" - to get the initiative in to do the project up to County Road #5. The <br />City received a proposal from SRF. The RFP was done by Mr. Roscoe who did not have <br />knowledge of the groundwork that's been laid. <br /> <br />Denny Eyler, SRF, stated that a lot of this would be pre-designed after you get the money. He <br />stated he would have to glean out what we no longer have to do and the numbers then should be a <br />lot smaller than what's proposed. We have done a number of these projects and generally they are <br />around $5,000 - plus this one has some of the work done already. MnDOT does not want this to <br />be a proposal with alternatives - you need to agree on an alternative. <br /> <br />Councilmember Beyer asked about the frontages. <br /> <br />Mr. Jankowski stated that one of the frontage roads has been on the west side from 142nd <br />connecting to SuperAmerica's drive on C.R. #116. The other is at the intersection of Xkimo out to <br />C.R. #116 - he added that he is not sure this is desirable. <br /> <br />Councilmember Beyer inquired why the State did not require frontage roads before. <br /> <br />Mr. Eyler explained that he did their 20-year plan for the western area. There was very little <br />discussion about this. The Star Tribune did an article on MnDOT trunk highway system being <br />bloated. The County is doing a better job. In the meantime, there has been a funding source <br />change. He felt they just kind of ignored it at one point and felt that maybe it would just go away. <br />They have talked about getting driveways off the roads - they are doing a good job of getting them <br />off the main highway. He suggested it's lack of interest. <br /> <br />Councilmember Beyer inquired if this would give the City an advantage. <br /> <br />Mr. Eyler responded that he feels the Met Council has given it a special arterial classification. He <br />did not think that the Met Council realizes all the development Ramsey has had. He commented <br />about keeping the frontage road issues out of this if that's what the City wants. <br /> <br />Mr. Jankowski stated that a commitment needs to be made to some of the businesses. <br /> <br />Road and Bridge Committee Meeting (Informal Discussion)/June 11, 1996 <br /> Page 1 of 2 <br /> <br /> <br />
