ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, August 13, <br />1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Sheila Beyer <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 5:30 p.m. <br /> <br />City Engineer Jankowski asked to add a case entering into an agreement with MnDOT concerning <br />the traffic signal at T.H.//47 and C.R. gl 16. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as amended. <br /> <br />Case #lA: Joint Powers Agreement with MnDOT for Traffic Signal on T.H. #47 <br /> and C.R. #116 <br /> <br />City Engineer Jankowski reported that he received a call from the County Engineer to enter into a <br />joint powers agreement to facilitate the traffic signal at T.H. //47 and C.R. //116. There are two <br />provisions. The City's responsibilities are to provide power to the signal and to re-lamp. The only <br />additional responsibility will be to paint the mast arms which is typically the City's responsibility. <br />That's exactly the same as on Highway #10 and Armstrong Boulevard. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to recommend <br />Council adopt the resolution entering into an agreement with the State of Minnesota Department of <br />Transportation to remove the existing traffic control signal and install a new traffic control signal <br />with street lights and signing on T.H. #47 and C.R. #116. <br /> <br />Motion carried. Voting Yes: Councilmembers Beyer and Zimmerman. Voting No: None. <br /> <br />Case #1: Report on 171st Traffic Study <br /> <br />City Engineer Jankowski stated that in 1993, prior to paving Bison Street, the City conducted a <br />traffic study and recorded 85 vehicles per day on 171st Avenue between Bison and Zeolite. The <br />City proposed to do the traffic study again after the paving to see the impact of the paving on the <br />traffic. A 24ohour count was attempted. Two attempts were made to collect counts; however, the <br />tubes were removed both times prior to completion of the 24-hour count period. A neighbor also <br />called to report that he observed a car driving back and forth over the tube while it was in place. <br />Thus, the tube counts are highly suspect. A visual observation by an intern was conducted during <br />a two-hour period between 7:00 a.m. and 9:00 a.m. on Tuesday, May 7, 1996.
