ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Monday, September 9, <br />1996, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: Councilmember Gerald Zimmerman <br /> <br />Members Absent: Councilmember Sheila Beyer <br /> <br />Also Present: <br /> <br />City Engineer Steve Jankowski <br />City Administrator Ryan Schroeder (arrived 5:40 p.m.) <br />Public Works Supervisor Merle Mevissen <br />Administrative Services Manager Linda Wake Smith <br />Police Chief Mike Auspos (arrived 5:40 p.m.) <br />Dennis Eyler, SRF, Inc. <br /> <br />CALL TO ORDER <br /> <br />Councilmember Zimmerman called the regular meeting of the Road and Bridge Committee to order <br />at 5:34 p.m. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: Report on Trunk Highway #47 Local Initiative Project Application <br /> <br />City Engineer Jankowski stated that at the July 9, 1996 Council meeting, the City authorized SRF <br />Inc. to perform necessary traffic studies and prepare the materials necessary to make application to <br />MnDOT for a project which would improve the section of T.H. //47 from 142nd Avenue to <br />C.S.A.H. #5 to a four-lane section. The project would also involve the signalization of both <br />142nd Avenue and the relocated C.S.A.H. gS/Xkimo Street intersections. At this time, signal <br />justification reports have been completed which show warrants met for the signalization of both <br />those intersections. Also, a preliminary plan of the improved four-lane section is available for <br />review. The City will also propose constructing a west frontage road from 142nd Avenue to <br />C.S.A.H. gl 16 as an additional incentive for MnDOT to consider this project which will be <br />competing against other projects requested by municipal governments. <br /> <br />Councilmember Zimmerman asked if it would be four lanes from where the County is leaving off <br />at gl 16 to which Mr. Eyler replied yes. <br /> <br />Councilmember Zimmerman asked about the signalization at 142nd and C.R. g5. <br /> <br />Mr. Jankowski responded that these are competitive with projects submitted by other cities to <br />MnDOT. These are based on the benefit they get from the trunk system. We will make note of the <br />private road the City will be doing. When we make this submittal, we need to talk about the access <br />on gl 16. <br /> <br />Denny Eyler, SRF, suggested showing the accesses closed - it will get more notice from MnDOT. <br /> <br />Mr. Jankowski took note that showing them closed would maximize Ramsey's points. <br /> <br />Councilmember Zimmerman commented that we need to get all the points we can to get funding. <br /> <br />Road and Bridge Committee/September 9, 1996 <br /> Page 1 of 3 <br /> <br /> <br />
