h 28, 1996

John G. and Carmel M. Holewa
16030 Andrie Street NW
Ramsey, Minnesota 55303

Chairman
Local Board of Review
City of Ramsey
Ramsey, MN 55303

Re: Property R18-32-25-42-0018 - 01209276

Dear Sirs:

This letter is an appeal of our 1996 property tax statement.
Our total property tax burden in 1996 is scheduled for $3936.20.
This is a $ 636.07 hike over 1995 and represents over a 19%
increase. This level of increase during a period of consistently
low inflation defies rationality.

1. The alleged taxable market value of our home is purported
to have increased by $ 21,600. This appears to be an arbitrary
assessment without basis in fact. Actual market survey data
of our neighborhood that we have obtained shows the value
to be nowhere near your assessment.

2. The "county" contribution increased by 9% from $ 930 to
$ 1015. Again, we see a tax increase that is at least double
the rate of inflation.

3.The "remaining school tax" increased from $1654 to $2006,
an absolutely astounding increase of 21%. This is at least
five times the prevailing rate of inflation.

We are appealing the 1996 tax assessment based upon an
unrealsitic and arbitrary market value assessment of our property
and confiscatory increases in county and school tax that do
not appear to be in line with the current period of economic
stability in this country.

Thank you for your consideration. We plan to appear at the
April 8, 1996 meeting.

n G. HoIewa
Commander
USN (RET)
