CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; <br />CASE OF FELCO PROPERTIES <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />Felco Properties is proposing to redevelop the property located at the northeast comer of the <br />intersection of TH 47 and 142nd Ave. NW. Amoco BP is the current owner of the vacant gas <br />station on the site; Felco Properties is proposing to redevelop the property as a self-service <br />car wash. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />'d) <br /> <br />Site location map <br />Site plan <br />Building Elevations and Floor Plan <br />· City Staff review letter dated July 3, 2003 <br /> <br />Notification: <br /> <br />Site Plans do not require a public hearing. <br /> <br />Observations: <br /> <br />The applicant is proposing to redevelop the 1-acre site into a self-service car wash. The <br />property is zoned B-I; self-service car washes are a permitted use in this district. The site <br />plan is proposing a 3,960 square-foot car wash facility for a total lot coverage of about 9% <br />(City Code limits coverage to 36%). The proposed site plan meets the required front, rear, <br />and side yard setbacks. City Code requires a 20-foot green space adjacent to all public <br />streets. The proposal meets this requirement with the exception of the island between the <br />access drives on 142nd Ave. <br /> <br />The subject property is located within the Scenic River Overlay District. BP Amoco received <br />a variance to impervious surface coverage on April 27, 1988 to allow 58% impervious <br />surface on the site. The current proposal meets this standard with 55% impervious surface <br />coverage. A landscaping plan has not been received for the project; an approved landscaping <br />plan is required before the City Council can approve the site plan. <br /> <br />The parking and maneuvering area is currently surfaced with bituminous overtay. There <br />are several sections of bituminous and curb that will need to be repaired. The remaining <br />bituminous is in fair condition. City Code specifies that exterior wall finishes shall <br />consist of natural or prefabricated brick or .stone or'pre-cast concrete panels or some other <br />material approved by City Council. The submitted building elevations appear to meet this <br />standard. The drainage plan appears to be generally acceptable. <br /> <br />The site will continue to gain access through two access drives off of 142"d Ave. NW.
