CASE

REQUEST FOR SITE PLAN REVIEW;
CASE OF FELCO PROPERTIES
By: Amy Geisler, Associate Planner

Background:

Felco Properties is proposing to redevelop the property located at the northeast comer of the
intersection of TH 47 and 142nd Ave. NW. Amoco BP is the current owner of the vacant gas
station on the site; Felco Properties is proposing to redevelop the property as a self-service
car wash.

The following items are enclosed for your information:

a)
b)
c)
'd)

Site location map
Site plan
Building Elevations and Floor Plan
· City Staff review letter dated July 3, 2003

Notification:

Site Plans do not require a public hearing.

Observations:

The applicant is proposing to redevelop the 1-acre site into a self-service car wash. The
property is zoned B-I; self-service car washes are a permitted use in this district. The site
plan is proposing a 3,960 square-foot car wash facility for a total lot coverage of about 9%
(City Code limits coverage to 36%). The proposed site plan meets the required front, rear,
and side yard setbacks. City Code requires a 20-foot green space adjacent to all public
streets. The proposal meets this requirement with the exception of the island between the
access drives on 142nd Ave.

The subject property is located within the Scenic River Overlay District. BP Amoco received
a variance to impervious surface coverage on April 27, 1988 to allow 58% impervious
surface on the site. The current proposal meets this standard with 55% impervious surface
coverage. A landscaping plan has not been received for the project; an approved landscaping
plan is required before the City Council can approve the site plan.

The parking and maneuvering area is currently surfaced with bituminous overtay. There
are several sections of bituminous and curb that will need to be repaired. The remaining
bituminous is in fair condition. City Code specifies that exterior wall finishes shall
consist of natural or prefabricated brick or .stone or'pre-cast concrete panels or some other
material approved by City Council. The submitted building elevations appear to meet this
standard. The drainage plan appears to be generally acceptable.

The site will continue to gain access through two access drives off of 142"d Ave. NW. The
site will be services by municipal sewer and water facilities.

121
