The iminary plat show three full-access intersections on County Highway 116 and two accesses <br />onto Ramsey Blvd. and Armstrong Blvd. that will need to be approved by Anoka County. The City, <br />the Developer, and the County have been meeting in recent months to review the proposed accesses. <br />In addition, the storm water plan shows an eventual outlet to the Mississippi River through land that <br />will be a future Anoka County Park. Once again, the City, the Developer and the County have had <br />several meetings to discuss the use of this land for a stormwater outlet. <br /> <br />The Developer would like to begin rough grading the whole site once the necessary approvals occur. <br />In addition, the City is requiring that the major roads and utilities shown on the plat be constructed as <br />part of the initial phase of the development. Therefore, the preliminary plat ~shows detailed <br />information for the whole plat even though the initial subdivision will mostly only create outlots. <br /> <br />The City and Ramsey Town Center LLC entered into a Memorandum of Understanding on April <br />11th. A copy is included with this case for your information. The City and the Developer are <br />currently negotiating a detailed Development Agreement. It is expected that the Agreement will be <br />completed by the end of July. <br /> <br />Recommendation: <br /> <br />As mentioned previously, Staff is in the process of reviewing the revised preliminary plat and will <br />attempt to bring forward comments on the plat to the July 10, 2003 Planning Commission meeting. <br />If Staff finds the rev. ised preliminary plat acceptable and all major issues addressed, they will be <br />asking for Planning Commission to make a recommendation on the preliminary plat. If Staff is <br />unable to complete the review and/or find the need for additional revisions to the plat, Staff ~vill be <br />asking for the Planning Commission to table action to a special meeting in July to reconsider the <br />preliminary plat.
