Principal City Engineer Olson replied that it will not be completed in time to be incorporated into <br />the AUAR, but the study is being updated with the comments of the AUAR being taken into <br />account. He noted that the City will not be able to approve any plans until certain aspects of the <br />water plan are completed. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Kurak, to authorize staff to <br />release the responses to the comments received for the Town Center AUAR. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Kurak, Cook, Pearson, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case//6: Azurite/Basait Street Industrial Redevelopment Project <br /> <br />Principal City Engineer Olson stated that this project would provide sewer, water and storm <br />sewer to over 17 acres of commercial and industrial property, identified as the Gateway North <br />Industrial Park property. The project cost estimate is $408,000. The City has begun negotiations <br />to acquire an additional site along 141st Avenue NW. With development plans pending, the City <br />will need to authorize the additional street and utility work along Azurite Street NW, 141st <br />Avenue NW, and Basalt Street NW. It was staff's intent to hire Hakanson Anderson for design <br />and surveying of the plat for this project. The cost for this service due to the project expansion is <br />approximately $61,000 and is included in the $408,000 total project cost. The Public Works <br />Committee met on May 20, 2003, and made a motion to recommend to the City Council to <br />authorize staff to hire Hakanson Anderson to begin the surveying and preliminary design for an <br />amount not to exceed $20,000 to facilitate the timeline of construction this year. The funding for <br />this project would come from Tax Increment Financing District #2. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Cook, to authorize staff to <br />hire Hakanson Anderson for surveying and preliminary design services for an amount not to <br />exceed $20,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Cook, Elvig, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 8:46 p.m. <br /> <br />Mayor Gamec called the regular meeting of the City Council back to order at 8:55 p.m. <br /> <br />Case//7: Consider Proposed Gas Franchise Ordinance with Centerpoint Energy <br /> <br />Finance Officer Lund stated that before any ordinance implementing a franchise fee can be <br />adopted a gas/electric franchise ordinance with the gas/electric company needs to be in place. <br />Ordinance 84-4A was granted to North Central Public Service on May 24, 1984.
