Councilmember Cook suggested that if the Planning Commission is being given a heavy case
load possibly there should be another Commission established to handle some of the issues.

Mayor Gamec replied that the reason they ran into problems with the Town Center was because
the Planning commission ended up being excluded because the Town Center Task Force was
brought on board. The Planning Commission is a very important part of the process and he was
very opposed to having alternates on the Planning Commission. He agreed with sending out a
letter to the members of the Planning Commission to find out what their commitment is.

Councilmember Elvig stated that there are two issues. The first one being the lack of
communication with the Planning Commission in regards to the Town Center and the second
issue being attendance. He inquired if there was some sort of rule regarding absences that should
be put into place.

Mayor Gamec .stated that he thought a letter should be sent out to all Planning Commission
members explaining the importance of their attendance and asking them if they are still able to
give the time commitment.

Councilmember Kurak stated that she would be in favor of the alternate option.

Councilmember Cook inquired if the alternates would be required to attend all of the meetings.

Councilmember Kurak stated that she did not think that they would have to be present at the
meeting, but they should be required to watch the meetings on cable so that they are prepared.

Councilmember Zimmerman stated that the Council needs to have more meetings with the
Planning Commission to iron out some of the problems.

Councilmember Elvig stated that he thought the City would be walking on dangerous ground by
appointing alternates. He would first like to have some open communication with the
Commission members changing the policy.

Councilmember Pearson stated that the problem with appointing alternates is that they will feel
that they are not part of the active process. The Planning commission is very important and it is
critical to have people attend those meetings.

Consensus of the City Council was to direct staff to contact the Planning Commission
chairperson regarding the issue of attendance and then send out a letter to all the current
members.

City Council/June 10, 2003

P73
