CASE #1

DISCUSSION REGARDING THE PARKING AND STORING OF
COMMERCIAL VEHICLES IN RESIDENTIAL DISTRICTS
By: Sylvia Frolik, Zoning Administrator

Background:

At the City Council Workshop discussion on July 17, 1995, regarding the parking and
storing of commercial vehicles in residential districts, the Council directed City staff to
research and draft some proposed ordinance regulations regarding this issue based on
comments received from the public and opinions expressed by members of the City
Council that evening.

Notification:

Those persons present at the last workshop and those persons on record at the City as
storing commercial vehicles on their property were notified of this meeting in a mailed
notice, in addition to the article in the last issue of the Ramsey Resident.

Observations:

Enclosed is staffs recommendation for an amendment to Chapter 512 (Condition of
Premises) of the City Code. The proposed amendment is shown in bold type. Basically,
this amendment would establish that in the urban residential district there shall be no
outside storage of unlicensed vehicles and commercially used vehicles. In the rural
residential district, persons can store one unlicensed vehicle outside, in addition to
personally used and currently licensed vehicles. All commercial vehicles in the rural
residential district must be stored in a building unless the parcel is at least three acres in
size, the vehicle is parked in the side or rear yard on a hard surface, and it is 100 percent
screened from adjacent parcels and public property or right-of-way.

Also enclosed, for your information, is a copy of an excerpt from Chapter 9 for your
reference in discussions that ensue regarding this subject should they involve allowable
sizes for accessory building.

Recommendation:

City staff recommends that they be directed to prepare a formal ordinance for Council
consideration and introduction at their next regular meeting.

Council Action:

Motion to direct staff to prepare a formal ordinance for Council consideration and
introduction at their next regular meeting.

Reviewed by:

Zoning Administrator
City Administrator

CC: 9/20/95
