COMMISSION BUSINESS <br /> <br />Case//1: Recommend Park Dedication for Birch Hill Lodges <br /> <br />Parks/Utilities Supervisor Boos stated that on November 4't', 2001, the Planning Commission <br />recommended Preliminary Plat approval for Orrin Thompson Homes Birch Hill Lodges. The 84- <br />unit townhome project is essentially the same as the Sketch Plan the Park Commission <br />commented on in November. He noted that upon review of the Sketch Plan, staff and the <br />developer were to bring back a recommendation on Park Dedication and Trail Fees. Mr. Cory <br />Lepper, Project Manager for Birch Lodges and staff had several conversations on the above as <br />well as the Landscape Plan for the site. Staff has prepared a summary of these issues, which will <br />be incorporated into the Development Agreement if approved by the Park Commission and City <br />Council. He said that staff is proposing an approximate 1,4 acre reduction in park land dedication <br />at the west-center of the Plat from what was submitted at Sketch Plan by the developer. This <br />reduction would result in a cash contribution of $27,300 in addition to the land dedication of 1~.05 <br />acres. <br /> <br />Parks/Utilities Supervisor Boos explained the park was extended beyond the north line of the <br />east part of the park, where there was an existing basketball court. If the developer included the <br />basketball square, it would satisfy the requirement of Park and Recreation. The developer looked <br />at the cost of the improvement. He suggested reducing the acreage to 1.05 acres because that <br />netted $27,300 in park dedication. This would purchase more than that square of blacktop. <br />Parks/Utilities Supervisor said that staff recommends the points as present on page 2 in the <br />meeting packet. In addition, he handed out a copy of a letter from Cory Lepper from On'in <br />Thompson. He stated that Joe from Orrin Thompson Homes was present if the Commission had <br />questions. <br /> <br />Parks/Utilities Supervisor Boos noted that the existing basketball space could be added to the <br />existing Solstice Park. He explained it should not be put by homes due to the noise. He <br />suggested that half the $27,300 be deposited directly into the Solstice Park Development <br />Account to ensure the money was used for that park. <br /> <br />Commissioner Olds pointed out a correction should be made on the Development Agreement. <br />The second paragraph should be corrected from "the City the Developer" to "the City and the <br />Developer". Parks/utilities Supervisor Boos indicated this is a draft and corrections will be <br />made. <br /> <br />Commissioner Olds questioned numbers 4 and 5 on the Draft Development Agreement for Birch <br />Hill Lodges. He asked if there is a policy in place for regular maintenance for the transplanted <br />trees. <br /> <br />Parks/utilities Supervisor Boos explained that variables such as rain make it difficult to keep a <br />regular schedule. He noted that his department monitors the landscaping closely.
