5.0

in. If a home is built on the site, it would have to be very small home and would not fit in the
area.

Paul Oonsior, 5741 145' Court, Ikamsey, stated that his house would be across fi-om the "dog
house" lot and what they have been told by Mr. Black is that the lot would need a v:riance in
order for construction of home to take place because k is a narrow piece of property. He stated
that he understands that expansion needs to happen, but it does need to be done right and thinks
Mr. Black has those intentions. If a variance is granted making the site buildable, he felt that k
would stick out if the rest of the homes are larger. He recommended splkting the lot and adding a
portion to each of the neighboring lots.

Mike Engels, 145~' Court, Kamsey, stated that there will be a lot of issues that people are going to
talk about regarding the development, but his main concerns have to do with the drainage ponds,
and tree preservation, and traffic. He inquired as to how the traffic study was completed because
he did not think that the numbers presented were reasonable with the size of development being
proposed. He also stated that CSAH. #5 is a major corridor to Ramsey and this development will
be the first thing that people see. He suggested that some type of buffer be placed along CSAH
#5. In regards to 145' Court, he would expect them to extend the road and the utilities, but leave
all of the trees until the property is ready to build on and then leave the tree removal up to the
builder. The other things he did not understand is why some of the Ponds w0Uld bewet and some
would be dry. He stated that this will be very a big development in the City'ofKamsey and felt
that the City needed to proceed carefully with it. ~ ...... ..... ' -

Joe Field, 5931 145' Lane, Ramsey, stated that he was not sure that he had a legal objection to
the development of the peninsula, but he does object to the removal of the trees along the
peninsula. He explained that he has seen a number of people use the pond area, and there is
numerous wildlife in the area. The peninsula is a beautiful site and even the new development
would enjoy the beauty of the peninsula in its natural state. Mr. Field' presented the Commission
with photographs of the peninsula. He stated that removing the trees from the peninsula would
affect everyone that lives across the pond. He stated that he would like to see some assurances
made that some type of standard be included to preserve the tree line.

Denise Albrecht, 5313 1434 Avenue NW, Ramsey, stated that her main concern has to do with
traffic.' Speeding along Dysprosium is very bad and it will only get worse With the proposed
development.

Ron Cerwinske, 14540 lunkite, Ramsey, stated that one of the holding ponds are proposed to be
behind his house and yet further south of his property is low land. He did not understand why the
pond could not be located in that location. Mr. Cerwinske reviewed the area for the Commission.

Sarah Strommen, 14546 Krypton Street, Kamsey, stated that there are very unique assets in these
neighborhoods. It was because of the trees and ponds that they chose to move into Ramsey. She
stated that it was her understanding that the Park Commission was considering cash in lieu of
green space, which she did not think was a good decision. Her other concern had to do with the
health of the wetlands once the development occurs. She explained that the development is just

Planning Commission/June 5, 2001

-33-
