Chairperson Cook mentioned that this plan is very well done. tie stated he would like to see this <br />go forward. <br /> <br />Motion by Commissioner Johns, seconded by Commissioner Rolfe to recommend City Council <br />grant Final Plat Approval for the first phase of the Highlands At River Park, consistent with <br />section 16 and 17 of the Development Agreement. <br /> <br />Motion carried. Voting Yes: Chairperson Cook, Commissioners Johns, Rolfe, and Olds. Voting <br />No: None. Absent: Commissioners LaMere and Ostrum. <br /> <br />Case #3: <br /> <br />Review Townhome Sketch Plan for Eighty-Seven LLC for Park Dedication <br />and Trail Fees <br /> <br />Parks/Utilities Supervisor Boos stated that it is expected the Sketch Plan may be revised before <br />the Planning Commission as soon as January 2002, therefore no action is required by the Park <br />Commission at this time on this item. This item was presented to the Planning Commission on <br />December 4. The Planning Commission directed the applicant to align the Plat street to <br />accommodate a possible future connection to the service road or 152nd Avenue to the south. He <br />explained that currently a trail exists on Alpine Drive on the north side of this proPerty to the <br />intersection. If this would be a public street, it would have a sidewalk along it. He stated that <br />street providing main access should be public, which the Council and Planning Commission <br />agree on. <br /> <br />The Park and Recreation Commission discussed the landscaping of the area2 <br /> <br />Commissioner Johns expressed her view that there should be trails along 153rd and T.H. #47. <br /> <br />Parks/Utilities Supervisor Boos responded that there is one along T.H. #47 and it will be <br />extended. <br /> <br />Commissioner Olds questioned if the trail goes all the way to Alpine Drive. <br /> <br />Parks/Utilities Supervisor Boos replied it does. The plan is to put trail in to 142n'~, and from there <br />it is in place to 116. <br /> <br />Chairperson Cook stated that this will need to be shown on the trail, map. He said that it was <br />originally discussed to put a trail on only one side. As the street gets busier, it becomes more <br />prudent to have it on both sides. He indicated that it is difficult to cross at that intersection even <br />though there is a controlled light, now that T.H. #47 is so wide, <br /> <br />Parks/Utilities Supervisor Boos said this is an issue that the Commission may want to take some <br />time with.
