CASE #3 <br /> <br />RECOMMEND PARK DEDICATION FOR <br /> WEST RAMSEY INDUSTRIAL PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On Thursday January 3, 2002 the Planning Commission heard a request for a 17.3 acre <br />subdivision west of Alpine Drive and south of the rail road tracks but accessed from Elk <br />River's 156th Lane. The Planning Commission's case with site location map is enclosed. <br /> <br />Observation: <br /> <br />The Planning Commission recommended that the applicant for this subdivision proceed <br />to Preliminary Plat stage. <br /> <br />The Park Commission's Park and Trail Plan does not show park or trail needs on this site. <br />However, there are two trail corridor alignments proposed to the east that could <br />ultimately extend west into the City of Elk River. One is parallel to the tracks, and the <br />other is aligned with the north side of T.H. Highway 10. <br /> <br />As the attachments indicate, it is probable that a public street will connect Alpine Drive <br />and Jarvis Street in the future. Staff feels that this road corridor (preserved currently by <br />outlots) will be adequate space for a trail alignment at such time in the future it's <br />warranted. <br /> <br />Trail Fees are not required for commercial industrial subdivisions. <br /> <br />Staff recommends that Park Dedication consist of a cash payment for the one new 4.3- <br />acre lot created. (4.3 acres x 43,560 square feet per acre equals 187,308 sq. ft.)
