A detailed grading and drainage plan will be required at the time of preliminary plat review' and <br />du. dnz site plan review for the development of Lot 1. A permit from the Lower Rum River <br />~v~.,~ el Management Organization is also required. <br /> <br />Lot I is proposed to receive public street access via the extension of 156'~ Lane N.W. from Elk <br />River into the Plat approximately 570 feet. The remainder of road ri_gAt-of-way necessary to <br />connect this street to the future road corridor to the east in Rarnsey Commercial Park 2~ <br />Addition is being preserved as Outlot B and will be conveyed to the City upon request. <br /> <br />Municipal water and sewer are not available to the site. The 2001 Comprehensive Plan states <br />that all new places to work should be serviced with urban utilities in order to insure kigh-quality <br />development. During the 'development of the Comprehensive Plan, there was also some <br />discussion that commercial development could occur without urban services as long as the <br />developer is held to the same performance standards as if urban services were available. It is <br />Staff's understanding that the developer is willing to construct an all masonry building with <br />pavement, curbing and landscaping.
