A detailed grading and drainage plan will be required at the time of preliminary plat review' and du. dnz site plan review for the development of Lot 1. A permit from the Lower Rum River ~v~.,~ el Management Organization is also required. Lot I is proposed to receive public street access via the extension of 156'~ Lane N.W. from Elk River into the Plat approximately 570 feet. The remainder of road ri_gAt-of-way necessary to connect this street to the future road corridor to the east in Rarnsey Commercial Park 2~ Addition is being preserved as Outlot B and will be conveyed to the City upon request. Municipal water and sewer are not available to the site. The 2001 Comprehensive Plan states that all new places to work should be serviced with urban utilities in order to insure kigh-quality development. During the 'development of the Comprehensive Plan, there was also some discussion that commercial development could occur without urban services as long as the developer is held to the same performance standards as if urban services were available. It is Staff's understanding that the developer is willing to construct an all masonry building with pavement, curbing and landscaping. If the developer is allowed to proceed, the development agreement would require the parcel to connect to urban services within 2 years of availability. The proposed plat will be submitted to the Park Commission fo? review of park dedication requirements on January 10. Recommendation: City Staff recommends sketch plan approval: Commission Action: Motion to approve the proposed sketch plan and direct the developer to proceed with preliminary plat and rezoning stages.
