Mr. Boos stated that public open space or park dedication was 10% of gross area, but if the <br />Commission recommended and the City Council approved there be none, then technically there <br />would not be any requirement. He stated that would be made up for in cash and the City would <br />provide for the recreation and build a structure that would be accessible to the development either <br />directly or indirectly. <br /> <br />Chairperson Cook stated that part of the discussion they had was when they get into multi-family <br />dwellings the development would bring a lot more population in with a lot more recreation <br />requirements than the normal single-family dwellings. He stated that when they get into the <br />multi-family dwellings, with park dedication there would need to be something that helps them <br />to think about requiring some kind of recreation within the facility. He stated the City should not <br />bear the whole burden for providing recreation for multi-family dwellings. <br /> <br />Chairperson Cook stated them should be something that states the development should provide <br />some kind of recreation for the occupants of the buildings. He stated multi-family dwellings <br />have too much density for the City to provide recreation within walking distance for toddlers or <br />even grade school children. Fie stated most apartment complexes he had looked at provided a <br />pavilion with a swimming pool or tot-lot and a picnic area that was in the middle of the <br />apartments that provided some type of recreation for the occupants. Fie stated the City should <br />have an ordinance that would require this so that it would not be a question when a developer <br />came in. He stated this would make sum everyone would be treated fairly. <br /> <br />Commissioner Ostrum stated there were two issues, one is regular open space and the other is <br />recreational open space. He asked if these issues would need to be addressed separately. <br /> <br />Commissioner Olds stated these two issues should be addressed separately. He asked if the <br />recreation space would need to be outside. <br /> <br />Chairperson Cook stated he did not believe this would need to be outside. He stated the <br />recreation area could be inside or outside based on the facility and the people using the facility. <br />He stated the City would require so much recreation to be required and case-by-case the City <br />would help the group to decide what type of recreation would be appropriated for the facility. <br /> <br />Commissioner Rolfe asked how the City would decide how much recreation would need to be <br />provided. <br /> <br />Chairperson Cook stated that the City should decide based on the population of the area. <br /> <br />Commissioner Olds asked if this would be based on unit or square footage. <br /> <br />Chairperson Cook stated this should be decided based on bedroom units because that would give <br />the City a good feel of the population of the complex. <br /> <br />Commissioner Rolfe stated that another question would be what would the target market of the <br />development group be. <br /> <br />Park and Recreation Commission/February 14, 2002 <br /> Page 2 of 13 <br /> <br /> <br />
